Roundup: Sudanese analysts support China's move to improve legal system in Hong Kong

KHARTOUM, May 26 (Xinhua) -- Sudanese analysts acknowledge China's sovereign right to improve the legal system and enforcement mechanisms for the Hong Kong Special Administrative Region (HKSAR) and ensure the protection of the "one country, two systems" principle.

"China has the right to enact what it sees suitable laws to improve the legal system and enforcement mechanisms" for the HKSAR, said Khalid Dirar, professor of political science at al-Rasid Center for Strategic Studies in Khartoum.

"The recent events and contrived disturbances" in Hong Kong have revealed the need "to block the way before those who target the pioneering experience established by China through the principle of 'one country, two systems'," he told Xinhua on Sunday.

Dirar stressed the importance of maintaining the principle of "one country, two systems," saying "this principle has proved to be effective via its implementation in Hong Kong and Macao and it should not be allowed to be undermined."

"It is apparent that there is a small group in Hong Kong, instigated from abroad, trying to stir disturbances in Hong Kong," Dirar said.

A draft decision on establishing and improving the legal system and enforcement mechanisms for the HKSAR to safeguard national security is under deliberation at the third session of the 13th National People's Congress, China's national legislature.

The legislation represents a major move taken under new circumstances for upholding and improving the system of institutions of "one country, two systems," for maintaining law-based governance of Hong Kong, and for safeguarding the special administrative region's constitutional order as defined in the Constitution and the Basic Law, said China's top legislator Li Zhanshu on Monday.

Abdul-Raziq Ziyada, a Sudanese political analyst, said the decision "came at a very appropriate time," and reaffirmed "the strong determination of the Chinese government to protect national security and prevent messing with the stability of the administrative region," Ziyada said.

Safeguarding national security is at the core of the "one country, two systems" principle, and recent events in Hong Kong have proved that there are parties seeking to threaten China's national security, he said. Enditem
