DAMASCUS/BEIRUT -- Syrian and Lebanese officials met in the Syrian capital Damascus on Monday to discuss ways to facilitate the monthly return of 15,000 Syrian refugees.

Syrian Minister of Local Administration and Environment Hussein Makhlouf held a meeting with visiting Lebanese Minister of the Displaced Issam Charafeddine, during which they touched upon measures taken by Syria to secure a safe and quick home return for the refugees based on a timeline set by both countries, Syrian state news agency SANA reported. NAIROBI -- Kenya's Deputy President William Ruto has won the presidential election, the electoral commission chairman announced on Monday evening.

The Independent Electoral and Boundaries Commission (IEBC) chairman Wafula Chebukati said Ruto garnered 7176,141 votes, or 50.49 percent of the total votes cast ahead of veteran opposition leader Raila Odinga who garnered about 6942,930 votes, or 48.85 percent of the votes. MOSCOW -- An RC-135 reconnaissance plane of the British Royal Air Force illegally crossed Russia's state border in the Arctic area of Cape Svyatoy Nos, the Russian Defense Ministry said on Monday.

The British aircraft was discovered over the waters of the Barents Sea, and a MiG-31BM fighter scrambled in response and forced the plane out of the Russian territory, the ministry said. (Russia-Britain-Border Violation)

UNITED NATIONS -- United Nations Secretary-General Antonio Guterres on Monday announced the appointment of Simon Stiell of Grenada as Executive Secretary of the United Nations Framework Convention on Climate Change (UNFCCC).
