LOME, April 29 (Xinhua) -- Togo kicked off legislative elections Monday, with over 2,300 candidates vying for 113 seats of National Assembly, alongside its first-ever regional elections.

According to Togo's Independent National Electoral Commission, approximately 4.2 million registered voters will participate in the elections, which commenced at 7:00 a.m. local time (0700 GMT).

The ballot counting will begin immediately after polling ends, with results expected to be announced within six days, the commission added.

On April 19, Togo's National Assembly passed the second reading of a new constitution, switching the country from a presidential to a parliamentary system.

Under the new constitution, the president of Togo will henceforth be elected by the parliament in a largely ceremonial role for a four-year term, renewable once.

Additionally, the new constitution introduced the position of "President of the Council of Ministers," to be held by the leader of the political party or coalition winning the majority of seats in parliamentary elections with a mandate of six years and considerable power in the management of government affairs, and being accountable to parliament.

In 2002, Togo amended its constitution to introduce a bicameral parliament consisting of the National Assembly and the Senate. However, the Senate has yet to be established.

Following the current legislative elections, Togo will for the first time be able to establish the Senate. Senators and National Assembly members serve six-year terms that can be renewed twice.

The new constitution has not yet been formally promulgated, pending the signature of incumbent President Faure Gnassingbe. Enditem
