HANOI, Oct. 21 (Xinhua) -- Vietnamese Prime Minister Pham Minh Chinh on Monday issued an official dispatch to direct ministries, agencies and localities in central Vietnam to take urgent measures as Typhoon Fengshen approaches.
Fengshen, the 12th storm expected to hit Vietnam this year, is forecast to cause heavy rainfall in the central provinces from Wednesday to Sunday. (Vietnam-Typhoon)

TOKYO -- Sanae Takaichi, leader of Japan's ruling Liberal Democratic Party (LDP), was officially elected the country's prime minister on Tuesday after winning in both houses of parliament, becoming the country's first female leader.
In the House of Representatives vote, Takaichi secured 237 votes, defeating head of the opposition Constitutional Democratic Party Yoshihiko Noda with 149 votes and other rival candidates. (Japan-PM-Election)

MANILA -- A couple and their 13-year-old daughter died in a fire that razed their house in a subdivision in Cagayan de Oro City in the southern Philippines, the Bureau of Fire Protection said Tuesday.
The bureau said the victims were trapped inside the house when fire broke out before midnight on Monday. Their bodies were found near the door early on Tuesday. (Philippines-Fire-Death)

SEOUL -- A fire broke out in a high-rise building in South Korea's capital Seoul on Tuesday, with no casualties reported yet, Yonhap news agency reported.
