The procuratorate accused 931,876 people of being involved in murder, arson, rape or kidnapping cases in the five-year period. Of those, 906,947 have been arrested.

The procuratorate approved the arrest of 2,404 suspects who were alleged threats to national security from 2003 to 2007.

The procuratorate also sued 129,392 suspects involved in smuggling, financial swindling and tax dodging, as well as 37,272 suspects for serious environmental pollution and illegal mining, and another 7,448 for their alleged involvement in intellectual property rights cases.

The procuratorate also denied the arrest of 149,007 suspects and opted not to charge 73,529 people based on the temper justice policy, Jia added.
