Luohu to showcase cultural innovation at 21st ICIF

Luohu District will spotlight its latest achievements in cultural innovation at the 21st China (Shenzhen) International Cultural Industries Fair (ICIF), taking place from May 22 to 26. Themed around intelligence and creativity, the announcement was made during a dedicated ICIF briefing held by "Luohu Release" on May 15.

As a forerunner of China’s reform and opening-up, Luohu has developed a rich ecosystem of cultural and related industries. The district is home to 13 cultural industry parks—two national-level, one provincial-level, and ten municipal-level—supporting diverse sectors such as film and television, digital creativity, and e-sports.

To further optimize the business environment, Luohu has recently updated its policies supporting the digital creative and cultural sports industries. The revised measures provide holistic backing across industrial development, technology application, and scenario innovation.

These policies focus on digital visual effects, e-sports, and creative design, encouraging the adoption of cutting-edge technologies such as XR, glasses-free 3D, and digital light projections to build immersive cultural tourism experiences. Newly introduced clauses also support the sports sector, offering incentives for club operations, event hosting, and venue development—aimed at integrating traditional sports with tech-driven formats and revitalizing idle land for public use.

Support for the film and television industry will focus on short-form content, with incentives for micro-drama production, streaming, and integration with tourism. Dedicated film industry buildings will be developed, offering support for advanced facilities like professional studios. The district will also reward the creation of high-quality original content and streamline access to financing and filming resources to nurture homegrown IPs.

Luohu is also accelerating the integration of "AI+" across cultural creation, tourism, and public services. In the cultural sector, a new AI animation platform will launch this year, while companies are leveraging AIGC tools to enhance advertising and exhibition design through AI digital humans.

In tourism, travel agencies are improving customer experiences with AI-powered itinerary planning, smart data analytics, and digital guide services. On the public services front, Luohu is building a smart reservation system for sports venues and exploring AI-guided services in libraries and art galleries.

Looking ahead, Luohu will strengthen partnerships with leading enterprises to push forward key projects such as the Animation Base Digital Creative Industry Park and the Digital Cultural-Sports Center. The district also aims to attract top-tier firms to establish R&D centers by connecting with digital creative industry funds and leveraging trade platforms like the ICIF and Hong Kong Licensing Show. These initiatives are part of Luohu’s broader push to drive high-quality urban development through the deep integration of culture and technology.
