Beijing's tech sector is rapidly aligning its strategies with the guiding principles issued at the fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC) on Oct. 23.
The session's communique called for the nation to "achieve greater self-reliance and strength in science and technology and steer the development of new quality productive forces" and "facilitate full integration between technological and industrial innovation."
Tech leaders and employees across the capital have expressed strong support for the principles.
Zhou Hongyi, a member of the National Committee of the Chinese People's Political Consultative Conference and founder of internet security firm Qihoo 360, said the plenum's guiding principles were "deeply inspiring" and underscored the critical nature of the moment.
Zhou's team recently launched an enterprise-level intelligent agent platform to help government and corporate clients achieve AI value conversion. He views intelligent agents as the new frontier of the AI revolution, serving as a vital bridge between innovation and industry.
The renewed focus on technology and productive forces outlined in the CPC Central Committee's recommendations has "opened up unprecedented space" for the commercial aerospace sector, according to Liu Chang, co-founder and vice president of GalaxySpace.
Liu noted that private aerospace firms, leveraging their rapid technical iteration and market flexibility, are becoming a key force in building a powerful space nation. He added that the company plans to focus on core technology breakthroughs and scaling up production to create a cluster effect of new quality productive forces in the aerospace domain.
The guidance from the fourth plenary session is also resonating with companies expanding internationally. Employees at autonomous driving firm Mogo Auto are preparing for vehicle delivery after winning a major contract for Singapore's first Level 4 autonomous bus public transit project.
Vice President Wang Kai said Mogo Auto will use its "AI network plus autonomous driving" strategy during the 15th Five-Year Plan (2026-2030) period to integrate AI into urban governance, transportation management, and public services, offering efficient, safe, and sustainable smart solutions globally.
The supportive policy environment has been crucial for smaller, specialized innovators as well. Sun Changku, vice president of national "little giant" enterprise QuantaEye Technologies, emphasized that the company's growth stems from the government's favorable innovation policies. He pledged that the company will accelerate the deployment of its technology to support the nation's digital and smart industrial transformation.
Similarly, Chen Fangfang, marketing and communications director at AI company i-Kingtec, highlighted the Party's call to develop strategic emerging industries like the low-altitude economy. Her company plans to partner with more cities to tap the potential of combining low-altitude technology with AI to boost regional development.
