Beijing to enhance services for enterprises expanding overseas

Beijing aims to fully establish a comprehensive service system for digital enterprises expanding overseas by 2028, according to an action plan released by the Beijing Municipal Bureau of Economy and Information Technology at the 2nd Headquarters Enterprise Digital Economy International Cooperation Development Forum held in Beijing on Dec. 19.

To help enterprises going global accurately leverage policy incentives and target emerging markets, the Beijing Digital Economy Enterprise Overseas Innovation Service Base was officially unveiled in July 2024. It took the lead in building a one-stop platform serving enterprises' overseas expansion, offering government guidance and facilitating market-based operations.

The service base has now built a service network covering 29 countries, set up six overseas service stations, and established partnerships with 13 foreign embassies in China. It has hosted nearly 100 overseas events, reached nearly 4,000 enterprises, facilitated more than 20 companies in establishing operations overseas or securing global orders, and helped generate international orders totaling nearly 1 billion yuan ($140 million), according to You Jing, director of the Foreign Exchange and Cooperation Department of the Beijing Municipal Bureau of Economy and Information Technology.

According to the action plan, the service base aims to establish partnerships with 100 international organizations and business associations, build 20 overseas service stations, and help 100 enterprises secure overseas orders by 2028.

Going forward, the base will continue to promote the global expansion of Beijing-based digital companies by tailoring customized, case-by-case overseas expansion plans based on the industrial needs, legal frameworks, and other conditions of target markets. It will also bring together a comprehensive overseas services ecosystem, align with high-standard international economic and trade rules, and pilot innovative digital trade initiatives such as digital credential circulation, mutual recognition of digital identities, and standardized contracts. In addition, it will establish specialized mechanisms for dispute resolution and arbitration.

"The global expansion of the digital economy is a strategic choice for enterprises seeking to enhance their international competitiveness," You said. "The Beijing Municipal Bureau of Economy and Information Technology will use the overseas expansion base as a platform to continue integrating policies, platforms, resources, and channels to provide sustained support for enterprises."
