Shipai Town in Dongguan, Guangdong Province, was once an OEM (Original Equipment Manufacturer) base at the lower end of the global toy supply chain.
Facing challenges such as production relocation and shrinking margins in contract manufacturing, Shipai took proactive steps to build a comprehensive art toy ecosystem.
The town established the Greater Bay Area Art Toy Cultural and Creative Industry Alliance, which has brought together more than 270 member organizations within a year, effectively linking light-asset design capabilities with heavy-asset manufacturing resources. Today, Shipai is transitioning from traditional OEM production toward original IP development and brand operations, driving a shift from "Made in China" to "Created in China" as it emerges as a recognized hub for art toys.
