Luohu unveils 2025 top 10 benchmark scenarios

From Jan. 12 to 16, Luohu district held the 2025 Top 10 Demonstration Benchmark Scenarios Selection Campaign, attracting strong public participation. A total of 41 candidate projects showcased the district's innovation capacity, collectively receiving more than 200,000 likes and votes.

The selected scenarios highlight how emerging technologies are being applied across transportation, governance, healthcare, education and urban services.

Among the most eye-catching projects is China's first L4 autonomous bus in a central urban area, which links major Shenzhen–Hong Kong cultural landmarks with popular commercial districts. In addition, more than 20 low-altitude sightseeing routes now offer immersive experiences, from mountain and coastal views to panoramic cityscapes.

In public services, Luohu has rolled out an AI-powered one-stop smart elderly-care system covering all 81 communities in the district. The platform has digitized the profiles of over 40,000 seniors, provided 162,600 meal services, and delivered 210,000 home-based care services, enabling elderly residents to access support without leaving their homes.

Urban governance has also been upgraded through a "drone + AI" smart land supervision model, now operating across all 10 subdistricts. The system automatically plans optimal inspection routes and has completed more than 1,200 patrols.

In education, Luohu has built China's first "teaching–learning–assessment integrated intelligent agent," with 50 AI applications now in regular use across 86 primary and secondary schools and 127 kindergartens.

Other benchmark projects include the world's first Microsoft outbound services center, which uses cloud and AI technologies to support more than 600 enterprises in expanding overseas; AI-powered monitoring "e-sentinels" along the Wutong Mountain greenway; China's first roller-type obstacle-crossing cleaning robot for high-rise buildings; AI-assisted medical consultation systems; the country's first "AI + blockchain" contract supervision platform; and Luohu's innovative "fee-to-insurance" reform model, which has already produced 20 benchmark cases nationwide.
