2025年是世界反法西斯战争胜利80周年，澜湄合作机制也迈入第十个年头。
The year 2025 marked the 80th anniversary of the victory in the World Anti-Fascist War as well as the 10th anniversary of the Lancang-Mekong Cooperation (LMC) mechanism.
这一由流域国家共商共建共享的新型区域合作机制，从播种到成长为参天大树，走过了金色的十年。澜湄六国始终坚持睦邻友好、命运与共，坚持聚焦发展、务实合作，坚持利民惠民、开放包容，坚持创新驱动、先行先试，在各个领域勇做“推土机”，扎实推进澜湄国家命运共同体建设。
Conceived and advanced through extensive consultation, joint contribution and shared benefits among countries along the Lancang-Mekong River, the LMC has evolved over the past decade from an emerging initiative into a well-established regional framework.
Throughout the period, the six LMC countries have maintained good-neighborly friendship, focused on development-oriented and pragmatic cooperation, and promoted inclusive, people-centered outcomes. Building on these efforts, they have piloted innovative initiatives across multiple sectors, steadily advancing the building of a community with a shared future.

The Center for Asia-Pacific under China International Communications Group (CICG Asia-Pacific), in collaboration with the Yunnan International Communication Center for South and Southeast Asia, joined leading media outlets from Cambodia, Laos, Myanmar, Thailand, and Vietnam in selecting the Top 10 News Stories on Lancang-Mekong Cooperation in 2025. These stories highlight the tangible cooperation achievements of the six LMC countries and aim to foster consensus for a shared, prosperous future in the region.
一、 元首外交引领周边命运共同体建设
I. Head-of-State Diplomacy Leads the Way in Building a Community with a Shared Future with Neighboring Countries
2025年，中国同湄公河五国的战略互信持续加深，以“领导人引领、全方位覆盖、各部门参与”的立体格局深化合作，携手擘画周边命运共同体新图景，元首外交实现湄公河五国全覆盖。
In 2025, China continued to deepen strategic trust with the five Mekong countries, advancing cooperation through a framework characterized by leaders' guidance, all-round cooperation and broad participation. The countries have worked together to shape a new vision for a community with a shared future with neighboring countries, which has been advanced through head-of-state diplomacy that now extends to all five Mekong partners.
4月，中国国家主席习近平应邀对越南、柬埔寨等国进行国事访问，分别同越南共产党中央委员会总书记苏林、柬埔寨国王西哈莫尼等领导人举行会谈会见。访问期间，中越一致同意持续深化全面战略合作伙伴关系、加快构建具有战略意义的中越命运共同体；中柬两国一致同意加快构建新时代全天候中柬命运共同体。
In April 2025, Chinese President Xi Jinping paid state visits to Vietnam and Cambodia, holding talks and meetings with senior leaders including To Lam, general secretary of the Communist Party of Vietnam (CPV) Central Committee, and Cambodian King Norodom Sihamoni.
During the visits, China and Vietnam agreed to further deepen their comprehensive strategic cooperative partnership and accelerate the building of a China-Vietnam community with a shared future. China and Cambodia also agreed on jointly building an all-weather community with a shared future in the new era.

Chinese Premier Li Qiang met with Prime Minister of Vietnam Pham Minh Chinh, who was in north China's Tianjin Municipality for the 2025 Summer Davos. II. 10th Lancang-Mekong Cooperation Foreign Ministers' Meeting Is a Resounding Success
8月15日，主题为“金色10年：坚守团结初心，共筑美好家园”的澜沧江—湄公河合作第十次外长会在云南安宁成功举行。
On August 15, the 10th Lancang-Mekong Cooperation Foreign Ministers' Meeting, themed "Golden Decade: Staying Committed to Building a Better Community through Solidarity," was successfully held in Anning, Yunnan Province.
中共中央政治局委员、外交部长王毅和泰国（时任）外长玛里共同主持会议，柬埔寨副首相兼外交大臣布拉索昆、老挝外长通沙万、缅甸外长丹穗、越南副总理兼外长裴青山出席。王毅表示，站在新的起点上，澜湄各国要致力于打造团结合作、开放共赢、绿色创新、和平安宁的“澜湄合作2.0版”，共同开启澜湄合作新的黄金10年，加快构建面向和平与繁荣的澜湄国家命运共同体。

All parties attending the meeting spoke highly of the LMC over the past decade and the Mekong countries appreciated China's commitment to good-neighborliness and its leading role in promoting cooperation. Given the complex and challenging international situation, they agreed that the LMC countries should closely cooperate in all fields, adhere to multilateralism, maintain free trade, combat cross-border crimes, and jointly meet challenges to maintain regional peace, stability and prosperity.
会议发布了《澜湄合作五年行动计划（2023-2027）2024年度落实进展报告》《2025年度澜湄合作专项基金支持项目清单》《澜湄合作机制下加强非传统安全合作的进展、挑战与路径》3份成果文件。
The meeting adopted three key documents: the 2024 Progress Report on the Five-Year Plan of Action, the 2025 LMC Special Fund Project List, and the 2025 Joint Research Report by the Global Center for Mekong Studies on Security Cooperation under the LMC.

A decade ago, the first LancangMekong Cooperation Foreign Ministers' Meeting was held in Yunnan, China, where the six countries jointly sowed the seeds of cooperation. 三、澜沧江－湄公河执法安全合作部长级会议成功举行
III. The Lancang-Mekong Ministerial Meeting on Law Enforcement and Security Cooperation Convenes
9月15日，澜沧江－湄公河执法安全合作部长级会议在北京成功举行，国务委员、公安部部长王小洪主持并作主旨讲话，柬埔寨、老挝、缅甸、越南等国执法安全部门负责人率团与会。
On September 15, a LancangMekong ministerial meeting on law enforcement and security cooperation was successfully held in Beijing. The meeting was chaired by Chinese State Councilor and Minister of Public Security Wang Xiaohong, who also delivered the keynote speech. Heads of law enforcement and security authorities from Cambodia, Laos, Myanmar, Vietnam and other countries led delegations to attend the meeting.
中方表示，愿同各方积极践行全球安全倡议、全球治理倡议，完善区域安全治理框架，严厉打击电信网络诈骗等跨国犯罪，全力支持澜湄综合执法安全合作中心建设，共同提升执法能力，以合作促安全、以安全保发展，共建和平、安宁、繁荣、美丽、友好的澜湄家园，推动澜湄国家命运共同体建设走深走实。与会湄公河国家表示将积极落实会议成果，更好开展澜湄区域执法安全合作。
Wang noted that China is willing to implement the Global Security Initiative and the Global Governance Initiative, improve the framework for regional security governance, crack down on transnational crimes such as telecom and online fraud, and fully support the development of the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center.
He stressed the need to jointly enhance law enforcement capabilities, promote security through cooperation and ensure development through security, and work together to build a peaceful, tranquil, prosperous, beautiful, amicable and harmonious home and advance the construction of a Lancang-Mekong community with a shared future. 11月14日，中国、柬埔寨、老挝、缅甸、泰国、越南联合打击电信网络诈骗犯罪部级会议在云南昆明召开。六国就进一步联合打击跨国电信网络诈骗犯罪问题深入交换意见，取得一系列共识。
On November 14, a ministerial meeting on joint action against telecom and online fraud among China, Cambodia, Laos, Myanmar, Thailand, and Vietnam was held in Kunming, Yunnan. Officials from the six countries engaged in in-depth discussions on further strengthening cooperation to combat transnational telecom and online fraud and reached a series of consensus on joint action against such crimes.
12月15日，中缅泰三国警方组成工作组，首次共赴妙瓦底地区KK、亚太新城等大型赌诈园区和相关场所，952名中国籍涉电诈犯罪嫌疑人被押解回国。在中缅泰三方共同努力下，2025年以来，累计已有7600余名在缅甸妙瓦底地区从事网赌电诈犯罪的中国籍犯罪嫌疑人被押解回国。KK园区494栋涉及赌诈犯罪的建筑物已被拆除，亚太新城赌诈园区也被彻底清剿。
On December 15, police task forces from China, Myanmar, and Thailand carried out their first joint operation in Myawaddy's KK Park and Yatai New City and other large gambling and fraud parks, and 952 Chinese suspects of involvement in telecom and online fraud were extradited back to China. Thanks to the combined efforts of the three countries throughout the year, more than 7,600 Chinese suspects in Myanmar's Myawaddy area have been repatriated to China. A total of 494 buildings in the KK Park area linked to fraud activities have been demolished, and the Yatai New City fraud hub has been completely cleared.
12月29日，第160次中老缅泰湄公河联合巡逻执法行动圆满结束。此次行动，中老缅泰四国共派出执法队员170余名、执法艇6艘，总航程730余公里。
On December 29, the 160th joint patrol and law enforcement operation by China, Laos, Myanmar, and Thailand along the Mekong River concluded. The four countries deployed a combined force of over 170 law enforcement personnel and six patrol vessels, covering a total distance of more than 730 kilometers during the operation.

9月24日至25日，第四届澜湄水资源合作论坛在湖北武汉举行。本次论坛以“澜湄区域水安全与经济社会可持续发展”为主题，与会代表围绕保障人人享有安全饮水的基本权利、节水灌溉与粮食安全、构建具有气候韧性的洪旱灾害管理体系、提升全流域治理能力、交流互鉴与青年担当等五个议题充分沟通交流，全面分享经验，论坛发布了《第四届澜湄水资源合作论坛武汉倡议》。
From September 24 to 25, 2025, the Fourth LancangMekong Water Resources Cooperation Forum was held in Wuhan, Hubei Province. The forum, centered on the theme "Water Security for Sustainable Socio-economic Development in the Lancang-Mekong Region," provided a platform for participants to engage in extensive and in-depth discussions on safeguarding the fundamental right to safe drinking water for all, water-saving irrigation and food security, building a climate-resilient flood and drought disaster management system, enhancing capacity building, and promoting mutual learning and youth engagement.
The forum facilitated comprehensive experience sharing and released the Wuhan Joint Recommendations of the Fourth Lancang-Mekong Water Resources Cooperation Forum.

In June, the "Green Lancang-Mekong Initiative: Collaborative Capacity Building for Green Industry Transformation and Pollution Prevention and Control" event was held in Shanghai. Officials from environmental authorities of Lancang-Mekong countries, along with representatives from international organizations and research institutions, engaged in on-site exchanges on topics including coordinated governance of regional environmental quality and climate change, solid waste treatment and resource recycling, and the development of green industries.
An international seminar on haze pollution control in northern Thailand was held in Chiang Mai, Thailand. Representatives from China, Thailand, Myanmar, Laos, and other countries conducted in-depth discussions on approaches to haze control, policy and regulatory frameworks, technological applications, public participation, and international cooperation.

In Cambodia, an LMC project titled "Enhancing Cooperation to Support the Implementation and Operation of the Soan Orchid Research and Conservation Center" was officially launched by the Ministry of Environment, contributing to biodiversity conservation efforts in the country.

The Second Senior Officials' Meeting on the Lancang-Mekong Cooperation Innovation Corridor Development was held in Phnom Penh, Cambodia, on December 2, 2025. In Cambodia, Guangxi-assisted poverty reduction projects, such as intelligent vegetable greenhouses, have helped farmers increase average annual household incomes by over 3,000 yuan.

VI. Trade Between China and Mekong Countries Hits US$500 Billion
据中国海关总署统计，2025年中国和湄公河五国贸易达5009亿美元，创历史新高，占2025年中国—东盟进出口贸易总额一半。中国同湄公河国家进出口贸易较澜湄合作机制启动之初增长超150％。
According to statistics from the General Administration of Customs of China, the trade volume between China and the five Mekong countries reached US$500.9 billion in 2025, setting a new historical record, accounting for half of the total import and export volume between China and ASEAN in 2025. China's trade with Mekong countries has increased by more than 150 percent as compared with the level when the LMC mechanism was launched.

Guanlei Port in Xishuangbanna Dai Autonomous Prefecture, Yunnan Province, serves as the first entry point into China via the Lancang-Mekong River for traffic from Myanmar, Laos, Thailand, Cambodia, and Vietnam. Since its official opening in December 2024, the port has leveraged its strategic location on a "golden waterway connecting six countries" to accelerate cross-border passenger and freight flow, injecting new vitality into Lancang-Mekong Cooperation. As of December 2025, the cargo throughput of the port exceeded 260,000 tons and the value of goods exceeded 2.6 billion yuan, an increase of more than 70 percent and 124 percent respectively year on year. Meanwhile, the variety of goods has increased to over 2,100, and the number of inbound and outbound passengers has exceeded 34,000, further expanding its reach to nine countries and regions including Laos, Thailand, and Vietnam.

老街—河内—海防标准轨铁路项目主干线全长超过390公里，建成后将助力联通越南北部省份与中国西南地区。主干线新老街站至南海防站段设计时速为160公里，河内市枢纽区段设计时速120公里，其余区段设计时速80公里。开工的第一部分工程主要涉及沿线站前广场等基础设施建设。项目实施将极大提升跨境运输能力，降低物流成本，为沿线区域带来新的增长动力，进一步完善澜湄互联互通网络。
The main line of the Lao Cai-Hanoi-Hai Phong standard-gauge railway stretches over 390 kilometers. Upon completion, it will facilitate connectivity between northern Vietnam and southwestern China. The designed speed is 160 km/h for the main section from Lao Cai New Station to Hai Phong South Station, 120 km/h for the Hanoi City section, and 80 km/h for the remaining sections. The first phase of the project mainly involves construction of infrastructure including station squares along the route. The implementation of the project will significantly enhance cross-border transportation capacity, reduce logistics costs, bring new growth momentum to the regions along the route, and further improve the Lancang-Mekong connectivity network.

On March 31, construction began on the Ba Sa (China)-Bat Xat (Vietnam) road bridge across the Hongher River in Hekou County, Honghe Hani and Yi Autonomous Prefecture, Yunnan Province, and Bat Xat County, Lao Cai Province, Vietnam. Located in the border area between China's Hekou County and Vietnam's Lao Cai City and Bat Xat County, the project is an important infrastructure project supporting the Hekou (China)-Lao Cai (Vietnam) Cross-Border Economic Cooperation Zone.

VIII. Mekong Children's Heart Care Project Officially Launches
8月30日，湄公河儿童心脏关爱项目启动仪式在柬埔寨首都金边举行。该项目由中方提供资金技术并实施，计划在柬埔寨和老挝筛查至少5万名儿童，为至少70名患有先天性心脏病的儿童提供必要的治疗和手术机会。
On August 30, 2025, the Mekong Children's Heart Care Project was officially launched in Phnom Penh, the capital of Cambodia. The project, funded and implemented by China, aims to screen at least 50,000 children in Cambodia and Laos and provide the necessary treatment and surgical opportunities for at least 70 children with congenital heart disease.
多年来，澜湄六国持续开展医疗卫生合作，以“心”护“心”。2018-2024年，中国医学科学院阜外医院执行“澜湄国家爱心行”项目，指导云南省阜外心血管病医院与柬埔寨、缅甸、老挝等分别签署合作谅解备忘录，组织中国医疗专家赴三国合作筛查85,403名儿童，并安排128例先心病患儿免费前往中国治疗。

On November 19, the 2025 Forum on Lancang-Mekong Local Government Cooperation and Dialogue Between Historic and Cultural Cities of Lancang-Mekong Countries was held successfully in Dali, Yunnan Province. Around 200 representatives from the six Lancang-Mekong countries engaged in dialogue and exchanges on topics such as global governance, ecological civilization, and the protection of historical and cultural heritage, fully demonstrating the vitality of people-to-people cooperation in the Lancang-Mekong region. Looking back over the past decade, the biggest story is not any single project, but the fact that countries in the region have continued to choose dialogue over confrontation despite rough waters. The achievements of the LMC inspire pride. To move forward, the region needs more effective ways to manage disputes, fairer approaches to sharing resources, and stronger bonds of trust. Cambodians seek development, but value stability even more. We appreciate the opportunities the LMC has brought, and we hope it will become an even firmer pillar of regional peace in the next decade. The most important story in the Lancang-Mekong region will always be ordinary people building better lives, children growing up in a safe environment, and cultural heritage being passed on from one generation to the next. In 2025, the six LMC countries secured major progress on connectivity. The China-Laos Railway has expanded passenger and freight services, strengthening its role in regional links. Notably, China and Laos signed an intergovernmental agreement on the "Juxtaposed Border Control" arrangements for the cross-border railway. Under this system, passengers and cargo will complete border and customs checks for both sides at one location, making clearance faster and easier. As rail links extend, countries are advancing greener logistics and smarter customs procedures to support low-carbon cross-border trade and the global sustainable development agenda.
在老中铁路的带动下，过去一年，老中合作迈入高质量新阶段。铁路不仅运送旅客，更常态化开行农产品专列，牛肉、榴莲、香蕉等对华出口量增长迅猛；经铁路入境老挝的中国游客激增，带动琅勃拉邦、万荣等地服务业蓬勃发展。
Powered by the railway, China-Laos cooperation entered a new phase of high-quality development over the past year. Now, the railway not only carries passengers, but also runs regular dedicated trains for agricultural products. Exports of beef, durians and bananas to China have risen sharply. More Chinese tourists are also entering Laos by rail, boosting services in Luang Prabang and Vang Vieng.
2025年12月，第五座老泰友谊大桥（博胶—汶干）正式通车，不仅强化了泰老联通，更通过东西经济走廊，为老挝开辟了通往越南岘港、头顿等国际深水港的高效陆路通道，让内陆国拥有了便捷的“出海通道”。

In December 2025, the Fifth Lao-Thai Friendship Bridge (Bokeo-Bueng Kan) officially opened, strengthening Laos-Thailand connectivity and improving overland access from Laos to Vietnam's deep-water ports such as Da Nang and Vung Tau.
Laos is also working to become the battery of Asia by expanding exports of wind and solar power to neighboring countries, making green cooperation a growing highlight.

The six countries have also stepped up cross-border law-enforcement operations against telecom fraud and drug trafficking. Several scam sites have been dismantled, improving regional security and strengthening confidence in the recovery of investment and tourism.

As a reporter constantly in the field, I have seen firsthand the changes the LMC has brought to Laos. For ordinary people, these changes are not found in big slogans, but in everyday details. Life feels safer and calmer. Access to water and electricity is more reliable. Children can take clean and punctual trains. Durian farmers can pick fruit at dawn, ship it to China on the China-Laos Railway the same day, and receive payment on their phones a few days later. More young people are choosing to stay in their hometowns and finding jobs they value at logistics hubs, tourist sites, and renewable energy projects.

From November 26 to December 2, 2025, I had the privilege of visiting Kunming and Qujing in China for the closing events of the 2025 Lancang-Mekong Audiovisual Week, where I participated in the Quality Learning Program and the Lancang-Mekong Eyes on Yunnan tour. During the event, participants from the six LMC countries documented local life and experienced Yunnan's culture while exchanging skills and ideas. This event set a strong example of cultural exchange and people-to-people connectivity across the Lancang-Mekong region, and it reflects the six countries' steady efforts to build a community with a shared future.

I most appreciate its people-centered approach in which shared development advances while respecting each country's national circumstances. People-to-people exchange has extended into deeper fields such as education, healthcare, and youth entrepreneurship, fostering long-term mutual understanding across the region. The LMC has also made breakthroughs in information sharing and capacity building. Media outlets across the six countries are working more closely, helping Lancang-Mekong stories spread further with greater accuracy.

In 2025, the six LMC countries joined forces to combat cross-border scams. This is not just a routine law-and-order issue—it is central to security and stability across the Lancang-Mekong region. It is encouraging to see faster information sharing, better coordination, and a shift from fragmented actions to joint regional operations toward a common goal. Countries are addressing root causes through multi-level cooperation, relying less on agreements on paper and more on practical action. This has strengthened the region's security and given the media a firmer basis to guide public opinion and ease public concerns.

LMC 2.0 has made the region's development blueprint clearer. In 2025, we welcomed a more pragmatic agenda through which cooperation in trade, resource development, and technological innovation translated into concrete actions. One example is PM2.5 control in northern Thailand, where LMC partners stepped up joint prevention and control through closer coordination at both national and local levels.
