Longgang builds smart coastal defense system

At Pacao Port, a national-level central fishing port in Longgang, a county-level city administered by Wenzhou in eastern China's Zhejiang province, the municipal public security bureau has established a new policing mechanism centered on its maritime defense joint operations center, building a modern coastal defense system that integrates sea, land, air, and smart technologies.

The center is jointly staffed and operated by seven maritime-related departments, including public security, agriculture and rural affairs, and maritime authorities.

In September 2025, the center swiftly mobilized the fire and rescue department, agriculture and rural affairs authorities, and rescue teams to save a resident stranded on a reef in waters southeast of the city, completing the operation within just one hour.

The average time required to handle maritime incidents has now been cut by 65%.

Since the beginning of 2026, the city's public security bureau has resolved 79 maritime-related disputes and addressed 63 livelihood concerns, including employment assistance for fishermen transitioning to new occupations, with a mediation success rate of 95.2%.

Meanwhile, Longgang has developed a "smart fishing port" coastal defense system, enabling 24-hour visualized monitoring and control of key maritime areas. During the fishing ban, it helped authorities detect and investigate three cases of illegal fishing through its early-warning functions. With the system, emergency response efficiency improved by more than 60%.
