Beijing highlights model financial service cases at CIFTIS

The Office of the Financial Commission of the Communist Party of China (CPC) Beijing Municipal Committee released "China Services: Beijing Cases" in the financial sector on Sept. 10 during the 2026 China International Fair for Trade in Services (CIFTIS).

More than 100 guests attended, including representatives from municipal authorities, central financial regulatory bodies and their Beijing-based offices, the Beijing Financial Court, major Chinese and foreign financial institutions, industry associations, and professional service organizations.

The office released "Beijing Services" cases in the financial sector for the first time at last year's CIFTIS, drawing a positive response. This year it refined the format and released "China Services: Beijing Cases," part of efforts to cultivate more Chinese service sector brands and to deepen financial reform and expand high-level opening up in the capital.

Working with the Beijing offices of central financial regulatory authorities, the office selected cases for their originality, technical advancement and competitive strengths from more than 200 submitted by institutions under its jurisdiction. The selected cases were made into videos and compiled into a book.

Notable cases include an upgraded integrated bank card and communication card product, the country's first service model combining online shopping, departure tax refunds and ride-hailing, and three sci-tech insurance co-insurance pools covering biomedicine, intelligent robots and pilot testing. Several bank cases were also selected, among them Bank of Beijing's cross-border service plan for companies going global.

The selected cases cover areas such as financial services for scientific and technological innovation and for livelihood protection, and share three features, officials of the office said.

First, they move toward new frontiers, aligning closely with national strategic priorities such as scientific and technological self-reliance and the development of new quality productive forces, and speeding the flow of financial resources into emerging and future industries.

Second, they demonstrate the depth of opening up, turning the institutional dividends of high-level opening up in Beijing's financial sector into development momentum for Chinese and foreign institutions and enterprises.

Third, they highlight service to the public, pushing services down to the grassroots level and improving payment convenience, building Beijing's experience in financial reform and development that benefits ordinary people.

As the national financial management center, Beijing is home to central financial regulatory authorities, the headquarters of major financial institutions and important financial infrastructure. It has a complete financial market system and a concentration of financial talent and innovation resources.

In recent years, with guidance and support from central financial regulatory authorities, Beijing has focused on serving major national strategies and advanced five areas: technology finance, green finance, inclusive finance, pension finance and digital finance.

Several key indicators, including insurance depth and density and the scale of sci-tech innovation bonds and green bonds, rank first in the country. Beijing has also ranked first among global fintech center cities for eight consecutive years. The city has promoted construction of the Zhongguancun Pilot Financial Reform Zone for Scientific and Technological Innovation and improved its multi-tiered capital market system centered on the Beijing Stock Exchange.

Beijing now has 822 companies listed at home and abroad, more than any other Chinese city. After five years of development, the Beijing Stock Exchange has 339 listed companies with a total market value of 840 billion yuan ($125 billion), underlining its role as the main platform serving innovative small- and medium-sized enterprises.

The city has also seized on the "two zones" initiative — the Integrated National Demonstration Zone for Opening Up the Services Sector and the China (Beijing) Pilot Free Trade Zone. It has optimized its financial business environment and cultivated leading achievements in institutional innovation, industrial empowerment and service to the real economy.

With this year being the opening year of the 15th Five-Year Plan (2026-2030), the office will work with relevant departments to promote financial institutions' commitment to "finance for the people," focusing on new quality productive forces, high-level opening up and public well-being, the officials said. It will also push for more financial reform achievements in Beijing that can lead the country.
