Ordos uses big data to assist small business entrepreneurs

A new digital platform designed to help entrepreneurs open small businesses has gone live in Dongsheng district in Ordos in north China's Inner Mongolia Autonomous Region.  Named the "Store Assistant," it is the first full-chain decision-making tool of its kind in the region, using big data and smart government services to reduce startup costs and investment risks.

The platform marks a shift from traditional, experience-based store openings to a data-driven approach.

One local entrepreneur, Zhang Jixiang, who recently opened a milk tea shop, shared how the tool simplified the process. Previously, tasks like scouting foot traffic, finding rental properties, and researching policies required weeks of in-person work. With the "Store Assistant," he completed site selection, property search, and policy checks from home.

"Not only did it provide a detailed pre-launch analysis, but it also updates me on nearby new businesses and offers marketing suggestions," Zhang said. His shop is now performing well, with daily sales reaching around 10,000 yuan.

The platform was developed by the Dongsheng District Administrative Approval and Data Management Bureau. It integrates previously siloed data — including population statistics, industry performance, rental listings, and small-business support policies. Four main modules help users assess customer distribution, view available store details and landlord contacts, and complete market research in one to two days, compared to the standard seven to ten.

The district government plans to continue updating the platform with real-time data and policies. "We aim to support businesses through their entire lifecycle, using digital tools to lower barriers and boost market vitality," said Liu Chunye, deputy director of the bureau.

Since its launch, the "Store Assistant" has recorded over 2,000 visits and generated more than 1,700 customized reports for startups in sectors like catering, retail, and lifestyle services.
