The Chinese government declares that China will cease to provide formal motorcycle escorts for foreign visiting leaders from January 1, 2004.

According to the Ministry of Foreign Affairs, and Ministry of Public Security, in the arrangement of a motorcycle escort for state guests, three parallel roads in Chang'an Avenue have to be cleared and occupied, and the nearby road intersections are also closed.

 

China receives 40-odd leadership visits each year. Each time a state guest motorcade causes inactivity along used roads, bringing great inconvenience to the capital's public. In fact, the arrangement of motorcycle escorts was under consideration of etiquette more than security. Most other foreign countries have stopped providing similar escorts.

 

With roaring automobiles in Beijing (more than 2 million plus), the traffic is becoming heavier and heavier.

 

A state official says not to use motorcycle escorts for state guests is good for the interests of the general public, and helps foreign affairs work serve domestic economic construction.

 

According to the existing rule, foreign state or government leaders may enjoy a motorcycle escort from the Chinese government when they arrive in or leave Beijing on a state or official visit, participate in a welcome ceremony, or present wreaths at the Monument to the People’s Heroes.
