The accident happened in the province's Mong Cai town when the hydrofoil with 25 passengers on board, running from the province's Ha Long City to the town, hit the cargo ship, killing 3 people and injuring 18 others, the Central Vietnam Television reported Friday evening.

Of the 18 injured, 9 have been seriously wounded, said the television report. Both ships are run by Vietnamese companies.

Local police are investigating the accident.
