New China adopted an independent foreign policy of peace. It sought to develop relations with foreign governments and to make friendly contacts with foreign peoples on the basis of equality. On October 3, 1949, the Union of Soviet Socialist Republics became the first country to establish formal diplomatic relations with New China.
