Liu Jingzhen, Han ethnicity, born in November 1967, is a member of the Chinese Communist Party and a senior engineer. He is the Chief Economist of China National Machinery Industry Corporation, Chairman of the Board of Directors of China Ocean Aviation Group, and Chairman of the Board of Directors of China Machinery Industry Construction Group. He has accumulated rich managerial experience as a leading figure in myriad industries ranging from advertising, exhibitions, design, trade, real estate, hospitality and tourism to engineering, machinery, shipping and construction. He played a key role in saving several enterprises teetering on the brink of bankruptcy. He has conducted intensive research in areas such as reconstruction of enterprises, mergers and acquisitions, human resources management, and management of project contracting. He owns one patent and has published more than 20 essays in scientific journals. He is a guest supervisor at Guanghua School of Management of Peking University. He also serves as a visiting professor at Hefei University of Technology. He has been honored with numerous awards including "National Model Worker", "National Excellent and Innovative Entrepreneur", "National Excellent Worker in Machinery Industry", "Excellent Cadre of the Ministry of Machine Building", "Outstanding Figure of China Automobile Industry in Commemoration of the 30th Anniversary of Reform and Opening-up", "Special Award for Scientific Innovation of China Service Industry", "Ten Outstanding Figures of China Exhibition in Celebration of the 60th Anniversary of the Founding of the People's Republic of China", "Gold Award for the 2nd China Human Resources Award", and "Winner of the 2nd ‘Shenhua Cup' Award for Youth Innovation in Central government-owned Enterprises."

Abstract

The Silk Road Economic Belt is a regional economic cooperation area between China and the Western Asia, roughly on the ancient Silk Road range. China National Machinery Industry Corporation (SINOMACH) is a key state-owned enterprise, whose overseas business accounts for 60 percent of its total business. As one of the earliest enterprises that developed the foreign trade business, SINOMACH is the largest import and export enterprise in the machinery industry in China. SINOMACH is mainly engaged in the project contracting, trade and equipment manufacturing business in the Silk Road Economic Belt area and has accumulated rich experience in the construction of infrastructure facilities, and livelihood projects. SINOMACH will make full use of its advantages in traditional engineering contracting, its planning and design capacity and its fund financing ability to actively implement the strategy of the Silk Road Economic Belt.
