Zhu Xiaozhong is Researcher at the Institute of Europe and Asia Social Development, the Development Research Center of the State Council. His research areas are the transition of the Central and Eastern European countries and their foreign relations, the relationship between China and Central and Eastern European countries. His books published include: Central and Eastern European Countries and the Integration of Europe (2002). He edited Twenty Years of the Transition of Central and Eastern European Countries (2013), Diverse Cultures and Conflicts (2012). He also published papers such as Transition of Central and Eastern European Countries and Types of Capitalism (2014), The New Development and Problems in the Relationship between China and Central and Eastern European Countries (2013), The Relationship between China and Central and Eastern European Countries after the Cold-War (2012), Nine Questions on the Transition (2009).

Abstract

The comprehensive cooperation between China and the Central and Eastern European nations has been fully ushered in, but some problems remain when we promote it. First, we should resolve a spate of disparities between the two sides, including the disparity in their strategic needs, trade relations, bilateral dialogues, and national conditions and cultural values.Second, we need to clarify the notion of the "strategic partnership". An opaque understanding of it will hinder the practical development of the bilateral relationship. Third, we ought to combine the Warsaw Twelve Measures (measures that the former Chinese premier Wen Jiabao proposed during his meeting with leaders from the Central and Eastern European nations in 2012) and the Bucharest Declaration with the initiative of the Silk Road Economic Belt. We should conduct careful and in-depth research on the Central and Eastern European nations, set out related plans, and actively and steadily carry out the various measures.
