Background materials on the reform and development of the press and publication sectors

The overall objective during the period is that the press and publishing sector will grow faster than China's GDP. It is expected that by the end of 2015 the generated added value by the sector will quadruple the 2006 level, its development pattern will be changed, emerging types of business will boom, emerging business of strategic importance like digital publishing will grow on a large scale and at a globally competitive rate. Publishing products and services will be enriched and related public services will be improved. With more products and services exported to other countries, the Chinese culture will enjoy much better international awareness and influence. The sector will see that the common development of various ownerships and cultures with public ownership and Chinese culture as the mainstay will take shape and that a booming modern publishing market system featuring openness, orderly competition and soundness, a people-centered, grassroots-oriented and for-the-masses publishing-related public service system, and a high-tech, efficient and extensive modern communication system will be put in place. It is estimated that by 2020 the added value created by the press and publishing sector will make up about 5% of China's GDP, making the sector an important engine of economic growth for the country. In addition, every person will read six books and 3.2 periodicals each year while every 1,000 persons will read over 130 newspapers each day. With emerging business like digital publishing reaching the world's advanced level, China will realize the change of from a major player to a highly competitive player in the world press and publishing market.

The focus of development will be finishing six tasks and carrying out eight measures. The six tasks include: 1) spreading advanced socialist culture and core socialist values; 2) intensifying communication capacity building and improving the capacity to guide public opinions; 3) increasing investment in press and publishing initiatives and protecting people's basic cultural rights; 4) increasing the size and competitiveness of the press and publishing sector so as to achieve leapfrog development; 5) integrating resources in the domestic and international markets so as to help the China's press and publishing industry go global; and 6) facilitating the development of the market system and creating good market order. The eight measures refer to: 1) sticking to the reform and opening up policy; 2) speeding up the economic restructuring; 3) accelerating the change of development pattern; 4) facilitating faster technological progress; 5) increasing policy support; 6) improving law-based administration; 7) establishing a bigger pool of talents; and 8) bringing the role of organization and leadership into better play.
