SCIO briefing on administrative approval system reform

Some enterprises and public are worried over the complicated and time-consuming procedures when dealing with the government. As to the retained examination and approval items, what will the government do to make them normative and transparent?

Regulation of administrative examination and approval actions is an important content of the reform of government examination and approval system. The State Council is going to release a guidance document covering this aspect within this year. At present, the Leading Group Office of the State Council Administrative Approval System Reform jointly with the National Development and Reform Commission, Ministry of Finance and other departments are conducting the following work:

Firstly, collecting information on effective measures and successful experiences from different departments and regions. In this way, a range of useful explorations have led to standardized, normalized and transparent administrative examination and approval system reform. Some provincial governments and most municipal and county-level governments set up special offices for administrative examination and approval, and governments in many places provide service of online examination and approval, “convenient approval” and “joint approval” to save time and improve services, which feature the time deadline and quality promise. The Ministry of Agriculture, Ministry of Environmental Protection and 20 other departments have established administrative examination and approval receptions for centralized and open management. Some departments provide an online service for both enterprises and the public. Other departments have announced regulations to standardize and normalize the administrative examination and approval work and related systems. All the experiences and measures will be collected and promoted in future.

Secondly, conduct two pilot projects in the National Development and Reform Commission and Ministry of Commerce. The National Development and Reform Commission set up a pilot project to provide the approval service of investment project for start-up enterprises, while the Ministry of Commerce established a pilot project for the establishment and modification of foreign enterprises. Currently, the two projects are going smoothly, and more pilot projects will be initiated in future.

Thirdly, we have set out to draw up guidelines for regulating department administrative examination and approval. The State Council plans to release the guideline within this year which will contain the following five requirements: to perform a notification obligation; to streamline the procedures of administrative examination and approval, to shorten the time of the procedures of administrative examination and approval, to lower the service fee, and to improve efficiency; clarify conditions and standards of administrative examination and approval items and regulate the approval authority; to provide service of convenience for the public; to strengthen responsibility tracing system and integrate power and duty. When the guidelines are issued, different departments will further refine and implement them in line with reality and need. Thank you!
