SCIO briefing on the Decisions of the 4th Plenary Session of the 18th CPC Central Committee

Good morning, ladies and gentlemen. Welcome to this press conference from China's State Council Information Office. The Fourth Plenary Session of the 18th Central Committee of the Communist Party of China (CPC) adopted the decisions on "major issues concerning comprehensively advancing rule of law." To help you understand the decisions and to give you more details, today we are honored to invite Mr. Jiang Wei, head of the office of the Central Leading Group for Judicial Reform, to introduce the relevant content of the Decisions to you and answer your questions on the judicial system reform. Now let's give the floor to Mr. Jiang Wei.

Ladies and gentlemen, friends from the press, good morning! I'm glad to attend this press conference and I feel very grateful to people from every part of society, especially friends from press who have showed care and support for a long time towards China's legislation and justice construction and judicial system reform. Today I will address some highlights from the decisions on the "major issues concerning comprehensively advancing rule of law."

The Fourth Plenary Session of the 18th Central Committee of the Communist Party of China (CPC) studied many major issues concerning comprehensively advancing rule of law and formed these first and particular decisions on how to strengthen legal system building, which gather wisdom from all Party members and represent the will of the people. It is a guideline document instructing how to fully advance the rule of law in the new era.

Looking at the whole of the Decisions, you can divide the contents into three major sections. The introduction and the first part form the first section, which is the general theory. The first section clearly states that we must insist on walking the path of the rule of law with Chinese characteristics and building the socialist legal system with Chinese characteristics, and building a socialist country under the rule of law. The section addressed the significances, guiding theory, general goals and principles of comprehensively advancing rule of law.

The second section consists of part two to part five. It goes from the basic scope of legal and judicial work, and addresses and deploys how to scientifically legislate, strictly execute the law, and justly enforce justice and make the whole population obey the laws. The second part addresses how to perfect the constitution-centered socialist legal system with Chinese characteristics, and how to strengthen the execution of the constitution. The third part addresses how to deeply advance administration by law and speed up building a government by law. The fourth part addresses how to ensure justice and raise the public credibility of justice. The fifth part addresses how to improve the legal conceptions among people and promote the building of a society of laws.

The third section consists of part six, part seven and the final part. The sixth part addresses how to strengthen the building of a rule of law work team. The seventh part addresses how to strengthen and improve the Party's leadership on comprehensively advancing rule of law. The final appeals to all the Party members and the whole nation to work hard for a China under rule of law.

Justice is the last line of defense to maintain social fairness and justice. The Decisions points out that the justice is the life line of rule of law. A just judiciary will have significant leading effects on social justice. An injust judiciary would have lethal damage effects on social justice. The Decisions issued by the Fourth Plenary Session are based on the "Decisions of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform" by the Third Plenary Session of the 18th Central Committee of the CPC, to deepen the reform of the justice management system and the justice jurisdiction rights operational mechanism and make further in-depth deployment. The major points appear in the fourth part. Part five and part six also have some content about approaches related to justice work.
