Beijing is leading China in its policy benefits for the disabled, according to a report on China's progress in policymaking for the disabled released on Dec. 7 by the China Philanthropy Research Institute of Beijing Normal University.

Beijing's policies on the disabled have made an example for the nation. In 2016, the capital ranked first nationwide regarding secondary indexes measuring its capabilities such as rehabilitation services, integrated education, barrier-free facility construction and purchase of services.

The city has made efforts to guarantee disabled citizens' rights to enjoy rehabilitation services. It has incorporated the rehabilitation of the disabled into the basic medical security system and the basic healthcare service system. By the end of 2016, the rate of citizens being covered within the urban and rural old-age insurance and the medical insurance exceeded 97 percent. 

Beijing has also introduced two types of subsidies with an annual investment of 1.3 billion yuan (US$196 million), benefiting 170,800 disabled citizens from impoverished families and 179,600 people with severe disabilities. 

The living allowance for impoverished disabled citizens is the first in China that extends coverage to disabled children and the elderly, while the nursing subsidies mark the first welfare citywide with benefits based on the degree of disabilities rather than age, employment status or economic condition.
