Foreigners at Zhongguancun get green card through point-based system

From July 23 to 31, foreign professionals working at Beijing's Zhongguancun Science Park can apply for permanent residence, i.e., China's green card.

A set of new policies were introduced in 2016 to help foreigners in Beijing to apply for permanent residence status in China, including the point-based system being carried out this time around.

According to officials, two kinds of foreigners can apply through the system: talents who work at Zhongguancun startups and hold the position of director and above or own 5 percent stake or more in their companies; talents who are hired by Zhongguancun enterprises and hold the position of director and above or lead a key research team.

For the first group of people, eight indexes and several sub-indexes are set for evaluation, including their education background, age, work duration in China and so on, with focus on the performance and potential of the startups they work in and the contribution the applicants make to Zhongguancun. For the second group of foreigners, the evaluation will be based on their work performance and contributions to their enterprises and to Zhongguancun.

Application should be made by the companies employing applicants. If the applicants receive more than 70 or more points from their evaluations, a recommendation letter will be issued by Zhongguancun's administrative committee, which will be used to get a green card at the Zhongguancun service center under Beijing's public security bureau.
