6,019 to become Beijing's new permanent residents

Beijing published its first list of 6,019 applicants who met the requirements of the city's point-based household registration system on Oct. 15.

In order to implement the nationwide reform of the household registration system, Beijing launched its first edition of a point-based hukou (household registration) scheme earlier this year. Taking into consideration the city's population capacity, the municipal government decided that the annual quota of new residents to be around 6,000 during the trial stage of the new registration policy. After months of work in collecting, reviewing and auditing the applications, a list of 6,019 applicants was made public on Monday, with a corresponding minimum score of 90.75 points. Meanwhile, the city released the scores of all the 124,657 applicants on the online system on Oct. 15 for public review.

The list of successful applicants this year share the following characteristics: First, the applicants demonstrate a long-time stable working status that reflects solid intention to work in Beijing. Second, the applicants' age range span from 31 to 58 years old, with the majority made up of young and middle-aged people. Third, the applicants' professions encompass all industry groups, including technology services, manufacturing, finance, media, education, medical care, sanitation, landscaping, and housekeeping services. Fourth, reward points provide advantages in application. For example, among the high-scorers, 35.8 percent are from high-tech enterprises, 23.4 percent are awarded innovation and entrepreneurship awards, and 12 people are provincial and ministerial-level labor models.

The list will be available for public scrutiny on the official website of the municipal government until Oct. 22. As long as the listed information receive no public challenge, the applicants could receive the permanent residential status of Beijing in accordance with the relevant regulations from Oct. 23, 2018 to Dec. 31, 2020. Any challenge to the information about an applicant may be reported to the relevant department within the public notice period, which if verified could result in the applicant's disqualification. The point-based registration system advocates truthful application, and anyone who falsifies a file will be punished or become criminally liable.

According to the Beijing authorities, before applying for the permanent residential status, the 6,019 applicants are required to submit the certificate of criminal record issued by the public security departments at their current registered household.

The point-based household registration opens to application once a year during the policy trial period. Applicants who failed to qualify this year can submit their application again next year, given that they still meet the requirements. To report any change of information, the applicants can log in to the online reporting system to view the previous year's application information, and select the content that needs to be updated. The application period for next year is expected to take place in May.

"This is the first year since we launched the point-based household registration system. Our gratitude goes to the public for understanding and supporting our work. We will learn from the experience this year, and further facilitate the procedures to better serve the applicants," said a person in charge of the household registration department.
