Beijing plans to take effective measures to deal with "big city diseases" and promote the development of high-end, precision and sophisticated industries by issuing the guidelines on improving quality, according to the Beijing Municipal Administration of Quality and Technology Supervision.

Officials said that Beijing will ensure the effective governance of urban maladies such as pollution and traffic congestion, and standards will be built to further support the specialization in urban management. For example, the city issued guidelines on the constructions of new buildings that will follow the principles of energy conservation, and prefabricated buildings will cover 30 percent of the areas of new buildings by 2020.

Beijing will also further improve the standard system to manage traffic, the environment, the building of a smart city, cultural relics and museums. In 2017, Beijing issued 215 regulations, 190 of which are related to traffic congestion, air pollution, energy consumption and other "big city diseases."

In order to optimize the core functions of the capital, the guidelines also focus on the high-end, precision and sophisticated industries, aim to launch more national manufacturing innovation centers, and promote the building of intelligent manufacturing innovation centers. Beijing plans to build about 100 demonstration projects, such as digital workshops, smart factories and intelligent manufacturing network in the Beijing-Tianjin-Hebei region, and nurture about 60 companies excelled at intelligent manufacturing.

As the national center of culture, Beijing will take great efforts to build a series of cultural brands, such as Art Beijing and Animation Beijing, which would demonstrate the unique charm of Beijing and traditional Chinese culture.

In addition, Beijing also aims at fostering the brand of "Zhongguancun Standardization," in a bid to improve the public service platform and build leading enterprises in the field of inspection and verification.
