Beijing forms 10 new government departments

Beijing formed 10 new government departments on Thursday as part of its efforts to promote institutional reform. The new departments cover various issues directly affecting the city’s residents, including urban planning, ecology and environment, agriculture and rural areas, and public health.

“This reorganization is to make sure that every task can be fully handled by and is the responsibility of a single government department,” said a city official.

The reform plan was approved on Oct. 15, and the plan’s implementation began on Oct. 19. The city also plans to form additional new departments by the end of November.

The following are the 10 new departments formed Thursday (names tentatively translated from Chinese):

Beijing Municipal Bureau of Civil Service

The Organization Department of the Communist Pary of China (CPC) Beijing Municipal Committee, namely the newly formed Beijing Municipal Bureau of Civil Service, takes charge of the overall management of the city’s government workers.

Beijing Municipal Bureau of Talent Work

The city consolidated human-resource-related duties of the Organization Department of the CPC Beijing Municipal Committee and the Beijing Municipal Human Resources and Social Security Bureau, and established the Beijing Municipal Bureau of Talent Work under the Organization Department.

Beijing Municipal Bureau of Economy and Information Technology

The city consolidated the duties of the Beijing Municipal Commission of Economy and Information Technology and the Beijing Radio Administration Bureau, and established the Beijing Municipal Bureau of Economy and Information Technology, which also serves as the Beijing Radio Administration Bureau, Beijing Big Data Management Bureau, and Beijing Municipal Office of Science, Technology and Industry for National Defense.

Beijing Municipal Commission of Urban Planning and Natural Resources

The city consolidated the duties of the Beijing Municipal Commission of Urban Planning and Land and Resources Management and those of the Beijing Municipal Office of Survey and Design and Management of Geographical Information Surveying and Mapping, the duties of the Beijing Municipal Commission of Development and Reform to organize the preparation of plans of main functional areas, and the duties of Beijing Water Authority and Beijing Gardening and Greening Bureau on surveys of resources and management of registration for confirming rights. The new Beijing Municipal Commission of Urban Planning and Natural Resources will take over these roles. As a municipal government department, the commission also serves as the Office of the Capital Planning and Construction Committee.

Beijing Municipal Bureau of Ecology and Environment

The city consolidated the duties of the Beijing Municipal Bureau of Environmental Protection, the duties of the Beijing Municipal Commission of Development and Reform to address climate change and reduce emission, the duties of the Beijing Municipal Commission of Urban Planning and Land and Resources Management to supervise and prevent underground water from pollution, the duties of Beijing Water Authority to make plans on water function zoning, establish and manage sewage draining exits, and protect watershed environment, the duties of the Beijing Municipal Bureau of Agriculture to supervise and guide the governance non-point source agricultural pollution, the duties of the Beijing Office of the South-to-North Water Diversion Project Construction Commission to protect the environment in the project areas. The newly established Beijing Municipal Bureau of Ecology and Environment will now be responsible for these duties.

Beijing Municipal Bureau of Agriculture and Rural Affairs

The city consolidated the duties of the Beijing Municipal Commission of Rural Affairs and the Beijing Municipal Bureau of Agriculture, the duties of the Beijing Municipal Commission of Development and Reform to manage agricultural investment projects, the duties of the Beijing Municipal Bureau of Finance to manage comprehensive agricultural development projects, the duties of the Beijing Municipal Commission of Urban Planning and Land and Resources Management to manage farmland regulation projects, the duties of Beijing Water Authority to manage farmland irrigation and water conservancy projects, the duties of the Beijing Municipal Commission of Economy and Information Technology to supervise and manage pesticide production, and the duties of the Beijing Rural Economic Research Center. The Beijing Municipal Bureau of Agriculture and Rural Affairs is now charged with these duties, and will share the office with the Beijing Municipal Commission of Rural Affairs.

Beijing Municipal Bureau of Commerce

The city renamed the Beijing Municipal Commission of Commerce as the Beijing Municipal Bureau of Finance, which also serves as the Port Office of the Beijing Municipal Government. It takes up the duties of certifying the qualifications of companies wanting to invest in Beijing and their senior executives. Its anti-monopoly responsibilities are now shouldered by the Beijing Municipal Administration for Market Regulation,and its duties to regulate pawnshops, financial leasing companies and commercial factoring companies are now shouldered by the Beijing Municipal Bureau of Local Financial Supervision and Management.

Beijing Municipal Health Commission

The city consolidated the duties of the Beijing Municipal Commission of Health and Family Planning, the Leading Group Office of Deepening Medical and Health System Reform of Beijing, and the Beijing Municipal Office of the Aging Working Committee, and the duties of the Beijing Municipal Administration of Work Safety to supervise and manage work safety and health, and established the Beijing Municipal Health Commission.

Beijing Municipal Bureau of Local Financial Supervision and Management

The city consolidated the duties of the Beijing Municipal Bureau of Financial Work and the duties of the Beijing Municipal Commission of Commerce to regulate pawnshops, financial leasing companies and commercial factoring companies, and established the Beijing Municipal Bureau of Local Financial Supervision and Management. The bureau also serves as the Beijing Municipal Bureau of Financial Work.

Beijing Municipal Office of Civil Air Defense

The city renamed the Beijing Municipal Bureau of Civil Air Defense as the Beijing Municipal Office of Civil Air Defense, which remains a department directly under the municipal government.

Other government departments awaiting reorganization:

The Beijing Municipal Human Resources and Social Security Bureau, the Beijing Municipal Commission of Development and Reform, the Beijing Gardening and Greening Bureau, etc.
