Beijing to boost ecological conservation in six core districts

More than 20 days after Beijing issued the document of the "Opinions on the Implementation of Ecological Protection and Green Development in Ecological Conservation Areas" on Nov. 5, districts across the city have worked out a series of inter-regional cooperation framework agreements, such as setting up special funds to support green industries, providing guidance of the implementation of green industries projects in conservation areas, employing more farmers, and supporting the construction of ecological environment facilities and infrastructure in conservation areas.

A full package of collaborative measures will be implemented between 2019 and 2022, aiming to safeguard Beijing's green waters and mountains and making the city a better place.

Xicheng and Mentougou set up 800-million-yuan special fund

Xicheng and Mentougou districts recently signed the "Framework Agreement on Paired Cooperation on Promoting Ecological Conservation and Green Development in Ecological Conservation Areas (2019-2022)." According to the agreement, Xicheng will contribute 400 million yuan (US$57.6 million) in one lump sum, while Mentougou will provide 100 million yuan annually from 2019 to 2022, to a 800-billion-yuan special fund for industrial development.

The two sides will jointly determine the direction of industrial support, formulate the annual plan of supporting industrial projects, accelerate the industrial agglomeration of Zhongguancun Mentougou Science and Technology Park, and assist the development of science and technological enterprises in Mentougou district.

Xicheng and Mentougou have also reached cooperative intentions in the areas of low-income assistance, ecological protection and construction, public health, industrial training, and exchange of cadres and talents. For instance, financial institutions in Xicheng district will be encouraged to increase support for the development of green industries in Mentougou district through innovative financial products, issuance of green bonds, express channels for examination and approval for loans, and implementation of environmental pollution liability insurance products.

In terms of labor service cooperation, the two districts will jointly conduct vocational and technical training for rural labor forces, especially for those from low-income households. The districts will lend labor services to each other, and jointly organize professional training sessions for taxi drivers.

Dongcheng and Huairou to provide jobs and educational resources

Dongcheng and Huairou districts will increase cooperation in the areas of ecological construction, industrial cooperation, functional adjustment, low-income assistance, and exchange of cadres and talents. In terms of employment and teaching assistance, cooperation efforts between the two districts have already produced results.

In late October, Dongcheng district held three fairs for security jobs in Huairou, Jiuduhe and Yangsong. Prior to this, the education, communications, gardening and other district authorities of Dongcheng had already provided job positions to the rural labor forces of Huairou. So far, Dongcheng has employed 137 rural workers, while 273 others have passed job interviews.

The two districts are also planning to increase cooperation in the field of education. In November, education authorities of Dongcheng and Huairou districts signed a “Framework Agreement on Educational Assistance.” They will make overall plans on deploying their good education resources, and select schools, kindergartens as well as teaching and research departments to establish partnerships.

Chaoyang and Miyun to develop ecological industries

Chaoyang district intends to promote economic and social development in Miyun district by providing direct funding, in order to support and guide the implementation of green industry projects, and improve the capacity of public services. No less than 100 million yuan each year will be channeled to projects of ecological protection, environmental governance, and green industry development.

Miyun district is an important ecological barrier and water source protection place in Beijing. Chaoyang will increase its support for ecological protection in Miyun, assist in strengthening ecological conservation in deep mountain areas, and build an ecological barrier in shallow mountain areas. They will also work together to enrich the ecological service functions of the plain areas and build an ecological conservation zone in the northwest of the Beijing-Tianjin-Hebei region. At the same time, they plan to promote the construction of green ecological corridors on both sides of the main roads in Miyun and help it to apply for the "National Forest City" title.

The two districts are also planning to implement industrial cooperation based on the agricultural resources in Miyun and the market demand in Chaoyang. By strengthening the partnership of agricultural supermarkets, agricultural enterprises and e-commerce, they aim to help agricultural products of Miyun to expand sales channels and meet the demand of green agricultural products in Chaoyang. They will give full play to the advantages of the headquarter enterprise clusters and high-tech fields in Chaoyang, and guide the companies in Zhongguancun Chaoyang Park, the CBD Management Committee, and other industrial parks and enterprise clusters to participate in Miyun's industrial development

Fengtai and Fangshan to boost tourism

Fengtai and Fangshan districts have formed an initial framework agreement on the partnership and coordination of ecological protection and green development in ecological conservation areas. In the future, the two regions will give full play to their historical, cultural and geological relics, promote the sharing of achievements in the construction of the Xishan-Yongding River Cultural Belt, and promote cooperation in the leisure tourism industry in the southwest of the capital.

In the exchange of eco-environmental protection, Fengtai and Fangshan districts will remove the restrictions of administrative divisions, expand regional ecological space, and establish an integrated environmental access and withdrawal mechanism. At the same time, they will strengthen the improvement of environmental protection from pollutants, vigorously develop a circular economy, promote ecological protection and construction, and build and improve sewage treatment facilities in combination with the construction of beautiful villages.

At present, Fengtai and Fangshan are establishing a horizontal transfer payment system. Fengtai will contribute no less than 50 million yuan annually through financial funds, green industry projects, and public service improvement projects.

Regarding the specific working mechanism, the two districts will each assign a district-level official to take the lead as well as assign specific units that are responsible for liaison, establishing annual work target and listing out main tasks, regular communication, task implementation, and the follow-up, coordination, promotion and service of cooperation tasks.

Yizhuang Economic Development Zone and Pinggu to promote industrial upgrading

According to a cooperation framework agreement formulated recently, in the next four years, Yizhuang will provide 100 million yuan annually to set up an industrial investment fund to promote industrial upgrading in Pinggu.

The development zone will give full play to its advantages in resources, technologies, and talents, plan various collaboration measures, and make contributions to the building of "three districts and one port" in Pinggu district as well as to the construction of an ecological valley that is suitable for living, industry, and tourism.

In terms of the specific content of cooperation, the two districts have decided to carry out cooperation in six areas: ecological construction, industrial development, public services, functional adjustment, low-income assistance, and exchange of cadres and talents. Pinggu will steadily promote the implementation of various tasks by learning from the useful experience of Yizhuang in industrial development and industrial park construction. Yizhuang Economic Development Zone will also work closely with the "Agricultural Science and Technology Innovation" and other projects of Pinggu district and make those projects bigger and better.
