15 in custody after deadly blasts in northern China

Fifteen people from a company involved in the blasts that killed 23 in the city of Zhangjiakou, northern China's Hebei province, have been detained by police, the local government said.

Local police said 20 victims have been identified and confirmed by DNA tests. The identified victims are among the 23 missing people from 20 different households registered earlier by the city government. The identification of the other three victims is underway.

According to the investigation, the vinyl chloride leaked from the gas holder and spread to the road outside the Hebei Shenghua Chemical Industry Co., Ltd., causing the blasts. The blasts occurred at around 12:40 a.m. Wednesday and engulfed many vehicles on the roadsides.
