Beijing to boost employment in multiple areas

According to an announcement by the Beijing Municipal Bureau of Human Resources and Social Security on Thursday, Beijing helped more than 10,000 rural laborers to find employment in urban areas in 2018. The city also planned to provide training to 100,000 people in service of the upcoming Winter Olympics and Beijing Expo 2019, and nearly 20,000 went through the training program this year.

A shared employment policy between urban and rural areas

In recent years, most areas in the suburbs of Beijing have been divided into ecological conservation areas, limiting their industrial development potential and employment resources. To address this, the Beijing Municipal Bureau of Human Resources and Social Security began opening urban public service posts to rural workers. This year, more than 10,000 rural laborers started working in urban areas, and all have received stipends from the government.

The municipal social security bureau also launched a citywide effort to promote hiring from low-income farming households. All social security departments at the district level established an information exchange system with the agricultural administration departments to learn about low-income farming households. Then, they conducted a survey regarding more than 47,000 households, and registered 24,600 people desiring new employment. As of November, 19,800 people found new jobs.

In addition, the municipal social security bureau extended the urban employment promotion policy to rural areas, so that rural labor forces can enjoy the same assistance as urban labor forces. From January to November, the city provided 843 million yuan (US$123 million) in subsidy for hiring rural labor forces to 5,323 employers, benefiting 55,000 people from rural areas.

Skilled personnel training to serve Winter Olympics and Beijing Expo

Beijing is also vigorously promoting skills training. In addition to carrying out employment and vocational skills training on a large scale, the city established a subsidy system for upgrading the skills of company employees and a subsidy system for training technicians. At present, more than 40,000 workers have applied for subsidies to upgrade their skills, and nearly 10,000 have benefited from technicians training subsidies.

Meanwhile, Beijing established a research and training mechanism for innovative skilled personnel, a selection and recognition system for "highly skilled personnel with outstanding contributions," and a selection mechanism for those who are available for the "special allowance for technicians by Beijing Municipal People's Government." At present, more than 6,000 technicians have participated in the free training sessions for post promotion and technical innovation, 120 people have been commended for their outstanding contributions as highly skilled personnel, and 532 people have received special allowances for technicians from the municipal government.

To better prepare for the upcoming Winter Olympics, Beijing Expo 2019, and other major events, Beijing's social security bureau worked with Yanqing district to jointly organize a series of training activities to "serve the Winter Olympics and promote green development," with participation from nearly 20,000 people so far. According to the plan, in the five years from 2018 to 2022, 100,000 people will receive training in the fields of logistics and security, ice and snow sports, horticulture, catering service, voluntary service, and practical skills. All workers who participate in the service of the Winter Olympics and Beijing Expo 2019 will also receive training subsidies, and they will enjoy the full package of training, practice, and employment after they have obtained the relevant qualification certificates.

Guiding 48,600 college graduates to start businesses

In terms of college student employment, Beijing is aiming to create more job opportunities by boosting entrepreneurship, and the city is vigorously advocating innovation to promote employment growth. So far, Beijing has built more than 400 mass entrepreneurship spaces, incubators, accelerators, university science and technology parks, and other types of mass entrepreneurship and innovation service institutions, serving more than 30,000 entrepreneurial teams. A policy named "College Student Business Leading Plan" was implemented to provide all-round support for college students who want to start businesses. Over the past five years, the plan guided 48,600 college students to set up 52,200 business entities in Beijing. A platform was also established to provide services in the aspects of human resources and social security policy, financing, corporate governance, equity trusteeship, and other sectors of the market. The platform now supports 85 enterprises with the total amount of registered capital reaching more than 320 million yuan, the total amount of financing reaching 270 million yuan, and more than 1,000 people directly employed.
