Changsha: Toward higher-quality development

Bearing the dream of building a national level economic development zone in mind, officials at Changsha Economic Development Zone are working hard towards this target.


From Dec. 19 to 20, a trip to the development zone was organized to present the major projects currently undertaken. Officials from the municipal government, relevant departments and districts, and other national level development zones in Changsha participated in the tour and took a closer look at the development zone.


Launched in March 2018, the SANY heavy truck project was a typical demonstration project of digital transformation based on an in-depth integration of the real economy and the internet. The project had a total investment volume of 10 billion yuan (US$1.45 billion). The project started its first phase in April and now produces motor tractors with an annual output of 30,000. It is expected to produce 100,000 vehicles per year at full capacity, and the annual output value will reach 30 billion yuan, while contributing 1 billion yuan in tax revenue. Through the project, Changsha will see a sharp rise in the yield of commercial vehicles as well as intelligent network trucks, transforming itself into the "motor town" in China's central and southern areas.


From January to November, 44 projects with the investment volume of more than 50 million yuan were introduced into the development zone, and the total investment had reached 35.6 billion yuan. Among them are 10 projects with a total investment of more than 1 billion yuan, which includes investment from a number of top 500 enterprises in China.


Zeng Chaoqun, Party committee secretary of Changsha Economic Development Zone and Changsha County, said the development zone has taken solid efforts in industrial upgrading and the development of real economy. 


Intelligent manufacturing is constantly promoting the implementation of digital transformation and intelligent transformation in the key areas of the traditional manufacturing industry. From 2016 to 2018, enterprises in Changsha Economic Development Zone invested about 3 billion yuan in intelligent transformation through intelligent manufacturing projects, developed 49 sets of intelligent manufacturing equipment, and obtained more than 670 new patents.


"As the main front, main battlefield and main force of the economic construction of the Changsha city and even the whole Hunan province, Changsha Economic Development Zone is responsible for supporting enterprises in every aspect," said Zhang Qinghong, deputy secretary of the development zone's Party committee. 


The development zone recently launched a campaign to solve deep-rooted problems faced by enterprises. In 40 days, 140 members from 14 functional departments formed 28 sub-units to complete a three-round tour of enterprise visits. By Dec. 17, the campaign had collected a total of 558 problems, of which 378 cases had been promptly solved.


To solve the problem of financing, the development zone organized a weekly meeting to discuss issues on policies on funding as well as understand the requirement of enterprise funding. Since the beginning of 2018, the development zone provided funding totaling 410 million yuan to enterprises.


The development zone also implemented multi-dimensional measures to solve employment difficulty. In November, 21 job fairs were held and almost 2,000 people found new jobs, setting a new high for service activities held in a single month. In December, the development zone began recruitment from seven technical and vocational colleges and universities, and it is also planning to connect with other poverty-stricken areas to hire more.


Meanwhile, the development zone pays a strong attention to comprehensive services. For instance, to facilitate travel, it coordinated with the transportation bureau of Changsha County and has jointly conducted a field research in more than 10 enterprises to work out a travel optimization scheme. It has launched three public rental housing projects providing living quarters to more than 30,000 employees. Two more housing projects are now underway that would provide 5,672 more housing units. To meet more urgent demand, the development zone leased land to a few enterprises two-thirds below market value.


Changsha Economic Development Zone continued to optimize its business environment through effective measures, leading to increased market vitality. From January to November, the development zone recorded a total import and export volume of US$3.69 billion, 21 percent higher than the same period last year. The development zone also attracted many more new enterprises than last year. The industrial and commercial bureau of the development zone registered 729 commercial entities in October and November, and handled 2,100 business inquiries, registrations, and changes.
