In a provincial transport work conference held Tuesday, Shan Baofeng, director of the Hebei Provincial Transport Department (Hebei Transport), said the department this year will focus on serving the coordinated development of the Beijing-Tianjin-Hebei region and promoting the implementation of major national strategies and events.

Improve Beijing's "Great Outer Ring" road

According to Shan, the 2019 work plan of Hebei Transport will focus on resolving the traffic pressure of Beijing. A series of projects will promote the adjustment of the ring road network in the capital region, such as perfecting the G95 Capital Area Loop Expressway (the Great Outer Ring, or the 7th Ring Road), speeding up the construction of an expressway interchange that connects the Beijing-Xinjiang Expressway to the Beijing-Tibet Expressway, and preparing for construction of an expressway interchange that connects the Miyun-Zhuozhou Expressway to the Beijing-Shanghai Expressway.

In 2019, Hebei Transport will coordinate its work with the construction of Beijing's sub-center and Daxing International Airport, and draw up a comprehensive transportation plan based on the coordinated development of Tongzhou district and its bordering three counties in Langfang, Hebei province. In addition, a comprehensive regional transportation plan will be prepared in accordance with the overall plan of the Beijing Daxing International Airport Economic Zone.

Comprehensive transportation plan released for Xiongan

Hebei will promote the introduction of policies that support the construction of an outbound transportation network in Xiongan New Area, and also accelerate the construction of the Tianjin-Shijiazhuang Expressway, as well as start the construction of the Beijing-Xiongan Expressway and the new line of the Rongcheng-Wuhai Expressway (G18).

The Tianjin-Shijiazhuang Expressway provides the nearest access to the sea for Xiongan New Area in northern China; the Beijing-Xiongan Expressway starts from Beijing 5th Ring Road and travels past areas in Baoding such as Baigou New Town, Gaobeidian, etc.; the new line of the Rongcheng-Wuhai Expressway passes through areas in Langfang such as Yongqing, Bazhou, Gu'an, and Gaobeidian of Baoding. These three expressways are important parts of the transportation network of Xiongan New Area, and will cut travel time from Xiongan to Beijing and Tianjin to 60 minutes, and reduce time of commute from Xiongan to Shijiazhuang to 90 minutes.

Li Jianying, deputy director of Baoding Municipal Transportation Bureau said Xiongan New Area's outbound transportation network project includes plans for five sections of expressway with a total length of 745 kilometers, as well as 24 sections of arterial highway totaling 437 kilometers. He said that 70 percent of the project involves Baoding, and the bureau has set up a special team for the planning and construction of the project. Li added that two special roads will be planned to facilitate the transportation of building materials to the construction sites.

Yanqing-Chongli Expressway to open to traffic

In Zhangjiakou, a host city of the 2022 Winter Olympics, the main roads of the Yanqing-Chongli Expressway will be completed and opened to the public this year. Another two transportation infrastructure projects - the Chongli-Taizicheng highway and the Chongli transport hub - will be completed by the end of 2019. Meanwhile, the reconstruction and expansion project of Zhangjiakou Ningyuan Airport will be completed by the end of June.

Hebei Transport's Shan said the department will start a series of preparation work for the Zhangjiakou Olympic Zone, such as making transportation facilities and traffic management plans, planning roads for the special use of the Olympics and Paralympics, studying policies and management measures for the special roads, and rehearsing transportation management.

According to the project list from the Winter Olympic Games Organizing Committee, the Zhangjiakou Olympic Zone has a total of 98 projects, including 16 infrastructure construction projects and 82 competition service projects, said Wang Xiangming, head of the Zhangjiakou Municipal Transportation Bureau. He continued to say that all projects are in smooth progress. Zhangjiakou will take the 2020 World Championships and the Winter Olympics Test Events as a chance to further promote its competition services and begin establishing a modern integrated transportation system.
