A three-year action plan to transform Shougang into a Beijing landmark by 2021 was released on Feb.13, 2019.

The plan proposes to build a New Shougang High-end Industry Comprehensive Service Park covering an area of 22.3 square kilometers. The Park is located along both sides of the western extension of the Chang'an Avenue and will span Shijingshan district, Fengtai district, and Mentougou district, as well as the old plant of Shougang steel mill.

As part of the Chinese capital's efforts to hold the 2008 Olympics, the steel conglomerate relocated its production base to the neighboring Hebei province. After Beijing won the bid for the 2022 Winter Olympics, Shougang became home to the Beijing Winter Olympics Organizing Committee, the ice sports training base for the national teams, and the Snowboard Big Air Venue for Beijing 2022 Winter Olympics.

According to the three-year action plan, Shougang will build an urban landscape featuring scenery in western Beijing, elements of the Winter Olympics as well as industrial legacies. The old plant and industrial buildings in Shougang will be either protected or transformed into sports and leisure facilities, museums, and industrial incubation bases.

The plan also said that Shougang will pursue innovation-driven development by focusing on the promotion of sports, culture, digital intelligence, and the urban technology service industry.

The action plan places importance on ecological restoration. The Yongding River ecological belt and landscape leisure belt will be built to protect the industrial legacy and to satisfy people's various needs for cultural experiences and leisure activities.

The area will also build a vibrant international talent community, introducing unique bookstores, open-air concerts, international hospitals, etc.

According to the plan, the construction of the new Shougang is expected to achieve significant results by 2021 - one year before the Winter Olympics - and eventually become a new landmark of the capital's revitalization with a globally demonstrative significance around 2035.
