China's national legislature expands channels to address public concerns

About 75.8 percent of the problems raised in the suggestions from national legislators at the annual legislative session last March were solved or are being addressed, according to the Standing Committee of the National People's Congress (NPC) Monday.

The 7,139 suggestions raised by deputies of the 13th NPC during the first annual session of the national legislature, were passed over to 200 related authorities after the session concluded, said a press release from the NPC Standing Committee.

Raising suggestions is one of the duties of NPC deputies to channel prominent issues that the public has shown concerns about to policymakers.

Most of the suggestions were about problems in people's livelihoods, such as elderly nursing services, irrigation facilities in poor areas, after-school programs and public litigation reforms, according to the NPC Standing Committee.

Among the suggestions, 20 were chosen as priorities and assigned to 36 government departments under the supervision of seven special committees under the NPC.

A large number of the suggestions led to constructive policy changes, the statement said, citing the one on irrigation facilities in less developed regions which led to 56.1 percent more subsidy from the central government in 2018 than 2017.

In December 2018, the regulation on how to process suggestions and opinions from NPC deputies was revised after taking effect 13 years ago and incorporated new measures adopted in recent years to improve efficiency.

China's NPC deputies are part-time, many of whom are ordinary citizens from various backgrounds across the country. At each bi-monthly session of the NPC Standing Committee held in Beijing, some NPC deputies will be invited to observe.

In 2018, the NPC Standing Committee for the first time held consulting meetings with NPC deputies who were in Beijing to observe the legislative meetings, so that they could better communicate with the Standing Committee members.
