Beijing targets 1.2 million high-skill professionals in 2022

On Thursday, the Beijing Municipal Bureau of Human Resources and Social Security held a meeting to unveil its 2019 plan to mobilize its workforce and increase wages, while reporting the city's 2018 progresses in those respects. 

Last year, Beijing's per capita disposable income registered 62,361 yuan (about US$9,287), an increase of 6.3 percent compared with 2017. Now, Beijing intends to provide skilled workers, professional farmers, and small business owners with favorable policies. By 2022, the city is aiming to have 4 million skilled workers, including 1.2 million highly skilled professionals. As of last year, the city reported a skilled labor pool of 3.3 million, with close to 1 million highly skilled workers.

In recent years, Beijing has implemented 36 policies to provide job placement, promote entrepreneurship, and increase wages. The city has also aimed to expand its middle-income group. To that end, the human resource authority plans to improve the benefits and social status of skilled workers by increasing salaries, supporting career growth, facilitating tech transfer, and promoting skill training.  

In addition, the city will explore an incentive system where state-owned sci-tech companies would provide key technical personnel with incentives such as stock options and dividends, leading other skilled workers to acquire new skills and increase their income.

Beijing also formulated a three-year plan to cultivate farmers. The city has promised to build a comprehensive new system to encourage people of all educational backgrounds to elect farming as a profession. The system would help them to do business and work in rural areas, obtain training, and become certified for farming. By 2020, Beijing aims to have 60,000 more professional farmers.  

For science and technology researchers, Beijing plans to pilot equity and dividend incentives in state-owned science and technology enterprises. Also, it will accelerate the completion of the service platform to facilitate and coordinate the transfer of scientific and technological research into products, and thus increasing researchers' earnings. In addition, Beijing will double its support of entrepreneurship in universities and research institutes, encouraging researchers to be even more innovative.

For small and micro business owners, Beijing will extend small loans to cover a greater range of fields, and provide more small and micro enterprises with preferential tax policies. Also, it will continue to reduce administrative procedures and promote the separation of business permits and licenses. 

Finally, Beijing will continue to perfect incentive structure at the top of state-owned enterprises, pilot incentives in the forms of stock options and dividends for employees, and better motivate managers. Meanwhile, it will ensure that people at the bottom can get corresponding support. Beijing will strengthen its financial support for farmers and increase the income of low-income farmers.
