Beijing starts to rate green data centers

The municipal government of Beijing has recently started to appraise the first batch of green data centers. Enterprises that have been rated as green data centers will be entitled to conduct market-based electricity trading in Beijing.

At the same time, enterprises that have made use of advanced green technologies and products to carry out energy-saving technological transformation will be granted subsidies or rewards by the government.

The Municipal Economic and Information Bureau has issued a notice that the application process to become the first batch of Beijing's green data centers is underway.

Applicants shall be enterprises registered as ones engaged in production and operation in the municipal industrial and commercial administration departments and possessing independent legal person qualifications.

Candidate enterprises shall be representative and influential companies that actively implement the green development concept and boast robust strength in business operation.

Eligible data centers should also have clear and complete physical boundaries, comply with the management requirements of the relevant competent authorities of the their respective country, and conduct business in compliance with laws and regulations.

Applicant companies are required to be in good operating conditions in the past three years, and have no record of misconduct in the departments of industry and commerce, taxation, banking, customs, or others. Furthermore, they should not have had any major safety and environmental pollution accidents, violations of laws and regulations, dishonest conducts, or other serious problems as deemed by the judicial and administrative organs.

According to reports, companies that are rated as green data centers will enjoy a range of support policies, as well as obtain the qualification of market-based electricity trading in Beijing.

At the same time, enterprises that have made use of advanced green technologies and products to carry out energy-saving technological transformation will be granted government subsidies or rewards based on the proportion of their fix asset investment.

They can also apply to the Municipal Development and Reform Commission for rewards on energy-saving transformation projects. The standard of the rewards is 800 yuan (US$116) per ton of coal equivalent.

The authorities say that the applicant must submit relevant documents before June 17. The Municipal Economic and Information Bureau will organize experts to review the applications and conduct on-site audits as necessary.

Qualified enterprises with green data centers should report the data of water and energy saving, relevant measures and effect by the end of the first quarter of each year.

In the event that the relevant materials submitted for the report are falsified, the relevant departments will require the enterprise to rectify within a time limit, and the enterprises refusing to do so will lose the green data center rating.
