In order to elevate society's civilization to a higher level and help Shenzhen win the title of National Civilized City, a 'Snapshot' WeChat platform was unveiled for citizens to post pictures demonstrating good manners and exposing uncivilized behavior in Luohu district.

Upon seeing either good behavior or bad conduct, the citizen can take photos and post them on a WeChat platform called 'Snapshot' on the official account of 'Luohu Community' according to the post requirements. Descriptions and location of the scene should also be provided. The contributor will have the chance to be rewarded with 'points' that can be redeemed for money via the WeChat red packet facility.

The 'Snapshot' platform is being released by the government of Luohu district to give full play to the role of social supervision. It is available on PCs as well as mobile phones, aiming at enhancing citizens' awareness and enthusiasm in participating in building the National Civilized City of Shenzhen.

Citizens are encouraged to highlight both civilized behavior that others could learn from, and uncivilized behavior that needs to be rectified.

The section of 'demonstrating good manners' is mainly set up to demonstrate and praise typical good manners, such as residents sorting their garbage correctly and volunteers at intersections supervising the public to abide by traffic rules, while the section of 'exposing uncivilized behavior' focuses on revealing conduct like letting dogs outside unleashed or street vendors occupying the road and forming a traffic hazard.

Once the posted pictures are verified, including confirmation they were taken in Luohu district, the photographer can get 1-500 points at a time through random selection. The top three citizens each month will receive an additional 50,000 points. These points can be redeemed as WeChat red pockets ranging in value from 5-100 yuan.

As one of the most valuable among all city honors in China, the title of National Civilized City is awarded every three years for cities that perform well in economic development, political stability, raising cultural-ethical standards and resident satisfaction. So far, Shenzhen has won the award five times.
