The first short video contest with a theme of "Protecting the Beautiful Rivers and Lakes," aimed at promoting the effective implementation of the "River (Lake) Chief System," opened in Beijing on Aug. 8.

The contest aims to publicize and popularize the system, display the achievements of ecological preservation and encourage the public to be engaged in protecting the nation's rivers and lakes through video productions.

The contest, targeted at the public nationwide, will collect original videos revealing stories about changes rivers and lakes are undergoing and the efforts to protect them.

Contestants can upload their videos on the official website or submit them to the committee via email from Aug. 8 to Oct. 18. The videos will be displayed online to be voted on by the public and reviewed by a group of professional judges.

The contest is guided by the River Chief Office of the Ministry of Water Resources, co-hosted by China Water Resources and Hydropower Publishing Media Group Co., Ltd. and the Publicity and Education Center of the Ministry of Water Resources.

Speaking at the contest's opening ceremony, Liu Liuyan, deputy inspector of the Department of River and Lake Management and deputy director of the River Chief Office under the Ministry of Water Resources, said: "Protecting beautiful rivers and lakes need concerted efforts of the whole society."

The system is a major institutional innovation for river and lake management and protection in recent years, he said.

Young people will carry a big responsibility to protect and preserve the ecological environment, and at the opening ceremony, student representatives from various universities in Beijing issued a call to the youth across the country to "bear in mind the importance of river and lake protection, support the River (Lake) Chief system and do our part to preserve water resources and prevent water pollution."

The river chief is the first person responsible for river management, tasked with water resource protection, pollution prevention and ecological restoration. He/she is also responsible for coordinating various governmental departments to solve relevant issues under his/her supervision.

The system was rolled out amid efforts to tackle water pollution in China in November 2016. As of January 2019, more than 1.23 million river and lake chiefs had been appointed across the country, providing an institutional guarantee for improving water quality.
