On Thursday, the market regulation department in Beijing's Haidian district issued the first business license through the "smart approval" procedure, a system that enables automatic review and approval of materials online without human endeavour.

In the past, one had to upload over ten pages of domicile certificates online to obtain a business license. The procedure was paperless, but it demanded human review of all the materials. Now, the review can be completed within seconds through the new system.

Wu Guojun from Nine Six Three (Beijing) Technology Company was the first to experience the convenience of the "smart approval" system.

The procedure to get a business license is greatly simplified, which saved me a lot of time and effort, said Wu.

According to Beijing's market regulation authorities, the "smart approval" system, which is currently available in Haidian district on a pilot basis, is aimed to break data barriers among different departments and promote them to share information, making information safer, more traceable and more credible.

Smart review of domicile certificates under the new mode can simplify materials, streamline the process and save time, as up to 20% of materials are cut in the overall process. The system can speed up the registration process by roughly 40% and better filter false documents to protect the interests of enterprises and owners, said an official with the municipal market regulation department.
