Beijing reduced land use by 34 square kilometers in 2018, making it the first big city in China to use less land in urbanization, according to Zheng Hao, deputy director and spokesperson of the Beijing Municipal Commission of Planning and Natural Resources.

Zheng talked about the city's urban plan and development during a press conference held on Tuesday to mark the 70th anniversary of the founding of the People's Republic of China.

The urban area of Beijing expanded to 1,446 square kilometers over 70 years, 13.3 times the size of 1949, according to Zheng. The total length of its city roads is now 6,202 kilometers, the rail transit length is 636.8 kilometers, and the per capita park coverage is 16.3 square meters, each increasing multiple times from decades ago.

Beijing has created a multi-level and integrated spatial management system that covers all of the city's urban districts. Beijing has also compiled plans for its 1,000 or so villages, and completed 38 special plans to provide higher-quality public services.

Due to limited land, Beijing has been regulating the quantity of land use and improving the developing capabilities. In 2018, Beijing carried out the country's first urban "health examination." According to the assessment report, Beijing's overall planning has been well positioned and well carried out, improving the quality of city development and people's sense of gain.

Beijing has been compiling a regulatory plan for its sub-center since 2016, and the plan was the first of its kind to be approved by the CPC Central Committee and the State Council in December 2018. Goals and processes were specified in order to relocate capital functions and residential population, moving the first batch of government departments to the sub-center.

Beijing will also step up efforts in developing the Beijing-Tianjin-Hebei region, releasing plans, standards, policies and regulations for building infrastructure, public services and industries in Xiongan New Area and other neighboring areas in Hebei province.

Projects for more green areas, public libraries, and museums will be under construction at the end of this year, Zheng said. Beijing will also start its rebuilding of the public areas along the Beijing-Hangzhou Grand Canal, redesigning 36 sub-districts with a better environment, more services, and greater inclusiveness.
