Chief Executive of China's Hong Kong Special Administrative Region (HKSAR) Carrie Lam pledged Wednesday in her policy address to improve people's livelihood through measures in areas including children's development, public health and burden relief.

Measures to improve children's development included increasing service for children with special needs, providing student grants to relieve burden on parents, and to further support working families with lower incomes to achieve self-reliance and alleviate inter-generational poverty.

To promote public health, Lam said efforts will be expedited for setting up district health centers in all of Hong Kong's 18 districts to provide primary healthcare services through medical-social collaboration and public-private partnership.

The policy address also proposed to introduce three measures to alleviate the burden of transport expenses.
