State Council stresses agricultural foundation, major farm produce supply, stable prices

Chinese Premier Li Keqiang on Wednesday urged efforts to consolidate agricultural foundations, ensure the supply of major agricultural products and keep prices stable.

China's agriculture has maintained overall stable production, and the country is bound to have a bumper harvest of grains this year, according to a statement released after a State Council executive meeting chaired by Premier Li.

The grain output is expected to reach over 650 billion kg for a fifth straight year in 2019, the statement said.

In addition, the country is also speeding up the implementation of measures to restore hog production and keep the production of major agricultural products stable.

China should leverage the corn harvests in northern China to guarantee the supply of swine feed in major hog producing provinces and regulate market order to curb price hikes of certain products, the statement said.

The country should ensure the planting over this autumn and winter and the drought relief work over summer and autumn in southern China is accomplished to promote next year's harvests of agricultural and animal products and shore up the foundations of stable prices and farmers' income growth, according to the statement.

Also, efforts should be made to step up the construction of farmland water conservancy facilities and the repair of damaged water conservancy projects to consistently improve the conditions of agricultural production.

The meeting has confirmed measures to advance high-standard farmland construction with a goal of boosting grain productivity.

Highlighting the protection of cultivated land, the improvement of soil fertility and efficient and water-saving irrigation, the country should fulfill the goal of building high-standard farmland covering about 67 million hectares by 2022, so as to guarantee the grain productivity to stay above 500 billion kg.

Meanwhile, the meeting stressed the establishment of a mechanism to secure the stable growth of farmland construction investment and a sound farming system to ensure the quantity and the quality of high-standard farmland.

The State Council meeting also pointed out that the 15 member states of the Regional Comprehensive Economic Partnership (RCEP) has announced the conclusion of all text negotiations and all substantial market entry negotiations over seven years of hard work.

For the next step, efforts should be made to accelerate the consultations on the few remaining problems. China will push forward the signing of high-standard free trade agreements with more countries, according to the statement.
