The International Department of the Central Committee of the Communist Party of China (IDCPC) held a thematic briefing on the fourth plenary session of the 19th CPC Central Committee on Nov. 8.

More than 210 senior diplomats from over 130 countries, including more than 60 ambassadors and charge d'affaires, attended the briefing.  

Shen Chunyao, director of the Legislative Affairs Commission of the National People's Congress (NPC) Standing Committee, and Xin Xiangyang, a deputy executive director of the Research Center of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era under the Chinese Academy of Social Sciences (CASS), informed the diplomats about the historical evolution of China's national system and national governance system since the founding of the People's Republic of China (PRC), the great achievements achieved, and the strong advantages and vitality demonstrated. 

The speakers said the CPC Central Committee's decision on some major issues concerning how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China's system and capacity for governance, adopted at the fourth plenary session, answers the major political question of "what to uphold and consolidate, and what to improve and develop" in China's state and governance systems. It is not only an enrichment and development of Karl Marx's theory of the state, but also the development of institutional civilization. 

The document is not only significant for China to achieve the two centenary goals, to push forward the reform and opening up in the new era, to cope with risks and challenges and to win the initiative, but also provides a brand new option for developing countries to achieve modernization, contributing China's wisdom and solutions to human exploration of how to build a better social system.

Foreign diplomats congratulated the CPC on successfully convening the fourth plenary session of the 19th CPC Central Committee at a time when the 70th anniversary of the PRC's founding is being marked, praising China for creating a miracle of sustainable economic development and long-term social stability, opening up a successful development path, and demonstrating effective national system and strong governance capabilities -- the Chinese system is showing unique charm in the international community. 

Many diplomats indicated their willingness to strengthen exchanges with the CPC on experience and philosophies in party and state governance, and promote pragmatic cooperation with China under the Belt and Road Initiative (BRI) and in various areas for common development and prosperity.
