Beijing to build big data eco-system in 7 areas of municipal management

In order to leverage big data to deliver benefits to citizens, Beijing is planning to build an artificial intelligence-driven big data eco-system to support seven areas of municipal management, including the Winter Olympics, the city sub-center, and public service sectors such as finance, education, and healthcare.

Pan Feng, deputy director of the Beijing Municipal Bureau of Economy and Information Technology, said that the base of informatization in Beijing is shifting from the internet and the cloud to data and AI. His remarks came during the 6th Summit Forum of the Beijing Informatization Expert Advisory Committee on Tuesday.

Pan said the digital economy has been a new growth engine of Beijing's economic transformation and upgrading in today's era of big data. He said Beijing has successively implemented key strategies, such as developing 5G, big data, and the industrial internet. These strategies in recent years have led the city's economy to a "fast track" of sustained and rapid development.

Pan added that in terms of building infrastructure, Beijing proactively leveraged block chain concepts and technologies to build a "catalog block chain" system in order to drive "Beijing efficiency," which he defined as "municipal services to be done in fast, digitalized, convenient, and one-time manner."

To consolidate the infrastructure, Beijing joined hands with Huawei to establish the Beijing Kunpeng Collaborative Innovation Center, focusing on key products such as chips, operating systems, and databases, providing diversified, safe, and efficient data computing power in various industries. According to Pan, Beijing implemented a hierarchical classification management method of public data: General public data is open unconditionally while other types of data is open conditionally and to specific ends.

Pan stressed that, to achieve "common prosperity," Beijing will fully leverage its talent pool to drive the development of the digital economy. Experts will explore new directions, models, and paths for data development to give full play to data in society. Meanwhile, Beijing will drive the digitalization of the traditional manufacturing industry with big data as the "wings," striving to build a world-leading industrial internet ecosystem.
