Beijing issues sci-tech development plan

Beijing recently announced 223 tasks and key projects in a new action plan to build the city into a national sci-tech innovation center in 2020. One task is exploring the Chinese capital's capacity for scientific and technological innovations in dealing with public health emergencies.

The action plan requires the city to provide scientific and technological support to combat COVID-19, and explore mechanisms of responding to major public health emergencies. Beijing will beef up R&D and approval process on drugs and vaccines. The application of new technologies such as big data and AI should be accelerated to play important roles in epidemic control and prevention.

By 2020, Beijing plans to become a center for scientific and technological innovation with global influence. The city's capacity for knowledge creation is set to be among the highest in the world, and an innovation-driven economy will take shape. The city also plans to become the leader in open innovation with top talents and successful start-ups.

According to the plan, Beijing will focus on its advantages in the field of information technologies, and integrate resources to support the national laboratories in the city. The city will undertake a series of major national sci-tech innovation projects and infrastructure projects, and accelerate the research and development on core technologies such as 5G.

The plan also calls for more efforts to be made in nurturing the city's "three science cities and one hi-tech area," namely the Zhongguancun Science City, the Huairou Science City, Beijing Future Science City, and the Beijing Economic-Technological Development Area.

Talent is also an important part in building Beijing into a science and technology center, as the city will try to attract top scientists and researchers from home and abroad by optimizing the evaluation mechanism, improving compensation structures, and implementing favorable policies.

To develop the economy driven by high-grade, precision, and advanced technologies, Beijing will focus on the development of integrated circuit industry, 5G, AI, block chain, and other technologies. The city will also make efforts to promote its development in the field of medicine and healthcare.

Efforts will also be made to promote coordinated innovation efforts in the Beijing-Tianjin-Hebei region and cultivate open innovation.
