The Beijing Municipal Bureau of Economy and Information Technology recently released a three-year plan to promote the innovation and development of industries related to the BeiDou Navigation Satellite System.

According to the plan, the total output value of the BeiDou navigation and location service industry in Beijing will exceed 100 billion yuan (US$14.4 billion) by 2022, and the city will also build an innovation center for BeiDou-related industries with global influence and set up a standard application system.

As the birthplace of BeiDou, Beijing boasts advantages in industrial innovation and resource accumulation. According to officials from the bureau, the plan specified goals, key tasks, and supporting measures for promoting the BeiDou-related industry, providing a strong support for building a high-end economic structure.

The city will develop a service network of high-precision signaling based on existing reference stations for BeiDou's operations. This would increase the accuracy of real-time outdoor positioning to be within one meter, and the accuracy of key areas to be within five centimeters. By combining the service network with geographic information systems, information models of buildings, and 5G technology, it will increase the indoor positioning accuracy of key areas like Shunyi district and Yizhuang to within three meters.

According to the plan, Beijing will set up seven major demonstration projects to promote the application of the BeiDou system in smart transportation, environmental protection, intelligent logistics, intelligent Winter Olympics, urban utilities, infrastructure monitoring, and safe operation of the city.

It will also offer digital maps and virtual reality panoramas of Winter Olympics stadiums, and help to establish the information system and smart service system of the Winter Olympics to facilitate construction management, material storage and transportation, venue operation, and event services. A sustainable business model based on BeiDou's applications after the games will also be promoted.

Moreover, BeiDou will help the city to improve its data on real-time public transportation and rail transit, and provide users with door-to-door travel solutions that integrate bus, subway, driving, cycling, and walking. It will collect and draw up high-precision indoor maps of key public areas with high people density, such as large shopping malls, sports venues, and transportation hubs, in order to provides more extensive navigation services.

Beijing also plans to establish an industrial park with global influence in Yizhuang and a core demonstration area of BeiDou's integrated applications in Shunyi.
