The Luohu district government has adjusted its pandemic-control measures and made the best use of the circumstances in its efforts to contain the spread of COVID-19 and revive the local economy. By far, it has done a good job on the two fronts.

Luohu pays special attention to grassroots work in pandemic control. Particularly, the residential communities must be integrated closely into the public health emergency response system.

At the same time, facing the urgent need to resume industrial production and economic operation, Luohu has customized its pro-business policies to satisfy the enterprises’ needs on a case-by-case basis to inject vitality into the economy and consolidate the society’s confidence that the virus can be defeated.

Luohu has sent 1,000 civil servants to ensure relevant control measures are put into place at the community level and guarantee needy people’s demands can be satisfied in time.

Following the Guangdong provincial government’s declaration of first-class response in the public health emergency on Jan 23, Luohu has established its headquarters led by Luohu Party chief Luo Yude and Luohu government head Liu Zhiyong to coordinate all anti-pandemic efforts in the district. Nine work teams covering all related fields were set up to ensure the headquarters’ directives and instructions can be implemented word for word.

In the meantime, hospitals and public health departments in Luohu are also trying their best to conduct COVID-19 testing, obverse suspected cases, and treat infected patients, which has proved indispensable for the district to quickly strike a balance between pandemic control and economic recovery.

The government provides essential medical supplies and professional guidance to help enterprises resume their operation as early as possible, while protecting their employees from being infected by the virus.

The government encourages banks to provide loans to help businesses to weather the challenges; the government also issues large amounts of coupons to boost consumption.

Since the COVID-19 outbreak, Luohu has continuously assisted Longlin and Xilin, two counties in the Guangxi Zhuang autonomous region, and Lufeng of Guangdong province, with their pandemic control and poverty alleviation.
