Industrial development key to Luohu's aid to Lufeng's poverty alleviation

Seeing the hustle-bustle of Jieshi Township Ocean Engineering Industrial Park of Lufeng in Guangdong province, Zhuo Sicong, head of Luohu's poverty alleviation assistance work in Lufeng is choked with emotion.


Over the past two years, Zhuo has watched the construction of the industrial park, jointly developed by the Lufeng and Luohu governments.


"The industrial park brings industries that can develop sustainably to the town, and provide jobs for residents. That's why we are here," he said.


By the end of this year, Lufeng is expected to raised all its residents out of poverty with Luohu's help that focuses on boosting industrial development and creating local jobs that will consolidate the achievements secured in poverty alleviation, and increase the income of low-income residents, preventing them from slipping back into poverty.


As such, Luohu has paid special attention to combining infrastructure construction with industrial development in Lufeng.


Senior officials of Luohu made an inspection tour to the Jieshi industrial park recently. Luohu has not only attracted the China General Nuclear Power Corporation to develop an offshore wind power plant in the sea area of Jieshi, due to start generating power and be connected to the grid in 2021, but also introduced some associated companies from Jiangsu and Guangdong province to build factories in Jieshi to meet the demands of the construction and operation of the offshore wind power plant.


The overall investment of the wind power industry will hit about 5.4 billion yuan ($763.2 million), and its annual output value will be nearly 10 billion yuan. More than 3,000 jobs can be created.


Having been working in Lufeng for four years, Zhuo said: "Simply giving money cannot help residents bid farewell to poverty. Only when they have industries that fit local conditions and a supporting market can they be lifted out of poverty for real.”


That's why Luohu suggest Lufeng tapping into its rich ocean resources to develop the offshore wind power industry. Zhuo said the industrial park in Lufeng can form a whole industrial chain, and has the potential to develop into the largest offshore wind power equipment manufacturing base in the country.


Luohu has provided 200 million yuan to help Lufeng build the industrial park. Zhuo said the input was worthwhile in ushering the town into a new era of development.


Liu Rongtao, president of the Jieshi port-neighboring industrial park development company, said: "I am a local resident. It really fills me with emotion to see the industrial park emerging from scratch."


Liu said that land used to be barren, and had no industrial foundation when he was young. "Now, we have the new industrial park, and our own industries. They are rewriting the history of Lufeng. We all feel encouraged.”


Liu said that, even during the COVID-19 pandemic, the industrial park had created sufficient jobs for local people, who no longer needed to leave their homes to look for a job.


The ability of pursuing self-reliant development is the best gift from Luohu.


In the industrial park, a road will be built with the name of Luohu Road in memory of Luohu's assistance to Lufeng.


Zhuo and his Luohu team will probably leave Lufeng after accomplishing their mission next year.
