New law seeks better regulation of government employees

A new law stipulating stricter supervision and regulation of government employees' behavior will take effect next month.

The law on administrative discipline for government employees deals with punishment for personnel engaging in improper behavior including that previously off limits to administrative discipline. The law is aimed at making such measures more coherent with similar circumstances stipulated in Party discipline and criminal law.

In addition to misconduct such as bribery, embezzlement and abuse of power already covered by current laws and regulations for government employees, the new law includes punishment for violating administrative discipline such as staff tampering with or faking personal information, failure to properly report such information as required by the code of conduct, and refusal to comply with rules regulating certain businesses undertaken by their families and close contacts.

It will also cover government staff acquiring nationality of another country or obtaining a permanent or long-term overseas residency if not allowed to do so.

Government agencies have been told to improve the education, management and supervision of their employees. Supervisory authorities will oversee employers' practices in these respects and ask them to take corrective action.
