China lays out priorities on improving gov't transparency in 2020

The General Office of the State Council has released a document laying out the priorities for improving government transparency in 2020, amid efforts to modernize China's system and capacity for governance.

The document says that such efforts should revolve around the tasks of ensuring stability on six fronts -- employment, the financial sector, foreign trade, foreign investment, domestic investment and expectations -- while maintaining security in six areas -- job security, basic living needs, operations of market entities, food and energy security, stable industrial and supply chains, and the normal functioning of primary-level governments.

Specific measures should be made public concerning the tasks and their corresponding results, said the document, noting that governments should particularly disclose major measures for tiding businesses over the COVID-19 epidemic and for unleashing market vitality to ensure that government subsidies are channeled into the primary level, benefitting businesses and people.

The focus should be set on improving the business environment, it said.

To this end, the document called for public access to rules and standards on market regulation to guarantee justice in market regulation with consistency and certainty of policy.

Governments at various levels should clearly establish which powers are conferred on them by law and which public services they should provide in accordance with laws and regulations, and put in place a sound mechanism for government transparency by the end of 2020, it said.

It also demanded training for frontline personnel who implement taxation and other economic policies, so that favorable policies, including tax cuts, truly benefit market entities in a timely manner.

The document also highlighted transparency in government work regarding public health and supporting measures for building transparent governments.
